Pre-Solicitation Notice

The USPFO for Arkansas intends to issue a Request for Quote (RFQ) to provide the Army National Guard (ARNG) Professional Education Center (PEC), Educational Instructor Support Services at the ARNG PEC, located at Camp Joseph T. Robinson, North Little Rock, Arkansas 72199. The resulting award will be a service contract with a base period of one year and four (4) 12-month options. A brief synopsis of the services required is as follows:

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform the Professional Education Center’s Educational Instructor Support Services located at Camp Joseph T. Robinson, North Little Rock, Arkansas. This requirement provides in-person instructor support to the PEC's Strategy and Leader Development Institute (SLDI) and the Personnel and Operations Readiness Battalion (PORB) located at PEC. Instructors in these organizations train key senior leaders across the ARNG in critical task areas relating to the readiness posture of the Army National Guard. The solicitation is a total SBA Certified WOSB set-aside, and all eligible parties may submit an offer.

The North American Industry Classification System (NAICS) code is 611710 – Educational Support Service Contractors and the size standard is $24,000,000.00. The solicitation will be issued in electronic format only and will be available on or about 13 March 2024. The offer closing date will be specified in the solicitation when it is issued. The contract issued will be Firm Fixed Price. The contract will be awarded under Federal Acquisition Regulation Parts 12 and 13. A best value award decision will be made from proposals received. The beta.sam.gov website will be used to issue the solicitation, amendments or any other information concerning the solicitation. No additional media (CDROM, floppy disks, faxes, emails etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. It is the offerors responsibility to check the beta.sam site as necessary for any posted changes to this solicitation and all amendments.

A site visit is not currently contemplated.
