Description

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates solicitation of a requirement for Design-Build (DB) construction services to be performed in support of the East 388th Apron Repair, Hill AFB, UT.





The project is anticipated to require the East 388th/419th Fighter Wing Apron shall be replaced at Hill AFB. Work includes replacement of approximately 735,000 square feet of existing Portland Cement Concrete (PCC) pavement, along with full rework of structural base materials to include the addition of an aggregate base course with a stabilized drainage layer and geotextile filter fabric, as required for seasonal frost conditions. Additionally, this project requires replacing existing shoulder asphalt pavement, along with rework of the shoulder base course, provide anchored tie-downs and pavement markings on the new pavements, removal of underground asbestos piping, and installation and/or removal of crew shacks. All work will be accomplished in accordance with current DoD Unified Facilities Criteria (UFC) standards. Demolition includes removal of 52 existing sunshades, PCC apron slabs, and asphalt shoulders. Optional work includes construction of 52 new sunshades and 1 Crew Shack. Any asbestos/LBP removal shall be accomplished by a certified asbestos/LBP removal contractor.





The Government anticipates construction work will be performed starting in the Fall 2023. All work / construction activities must be complete by September 15, 2025.





In accordance with DFARS 236.204(ii) the magnitude of construction is estimated to be $25,000,000 and $100,000,000





DFARS 236.204 (as of 1 March 2023)



(i) between $10,000,000 and $25,000,000.



(ii) between $25,000,000 and $100,000,000.



(iii) between $100,000,000 and $250,000,000.



(iv) between $250,000,000 and $500,000,000.



(v) over $500,000,000.







The Government intends to solicit a Request for Proposals (RFP) that will result in award of a Firm-Fixed Price contract.





The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 238110, Poured Concrete Foundation and Structure Contractor. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $16,500,000 annual revenue. The Product Service Code (PSC) is anticipated to be Z1LB, Maintenance of Highways/Roads/Streets/Ridges/Railways to include resurfacing.





The solicitation is anticipated to be issued as a total small business set-aside through the Governmentwide Point of Entry (www.SAM.gov) on or about 27 Apr 2023 with bids / proposals tentatively due 30 May 2023.





The Government intends to conduct a site visit, the date, time, location, and access requirements will be identified in the solicitation.







Please DO NOT request an updated schedule if the estimated dates are surpassed; the Government will release all information publicly on SAM.gov when available, and requests for an updated posting schedule may be ignored.





Please DO NOT request a copy of the draft plans and specifications, as they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a proposal that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time.





All prospective Offerors and their Subcontractors must be registered in the System for Award Management (SAM - www.SAM.gov) and the Procurement Integrated Enterprise Environment (PIEE) website to be able to download solicitation information.





Solicitation documents, plans, and specifications are only available to be download from PIEE, which may be accessed at https://wawf.eb.mil OR https://piee.eb.mil OR https://piee.eb.mil/xhtml/unauth/home/login.xhtml.





Registration should be completed one (1) week prior to the anticipated solicitation release date. USACE will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.

Copies of the solicitation and the solicited plans and specifications will be made available for inspection without charge after the solicitation is released, when accessed through PIEE.







It is anticipated that any future solicitation and/or resulting contract will be subject to the E-Verify Employment Eligibility Verification Program (http://www.uscis.gov/e-verify), sustainable acquisition requirements, and / or high-performance sustainable building design and construction practices (https://www.epa.gov/greeningepa/guiding-principles-federal-leadership-high-performance-and-sustainable-buildings). Further, one or more of the items under this acquisition is subject to FAR 52.225-11, Buy American - Construction Materials under Trade Agreements, FAR 52.225-23, Required Use of American Iron, Steel, and Manufactured Goods-Buy American Statute-Construction Materials under Trade Agreements, or an equivalent agency clause.





The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov; Contractors are responsible for identifying their entity as an interested vendor and contacting other interested vendors. USACE SPK will not review capabilities statements submitted in response to this Synopsis or coordinate partnering arrangements between parties. Contractors should check SAM.gov frequently for changes to the interested vendors list and this Notice.
