THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Bureau of Reclamation (Reclamation), Acquisition Operations Branch, Denver, Colorado, intends to award a single source purchase order with Total Resource Management (TRM), 5695 King Centre Drive, STE 200, Alexandria, VA 22315.
DESCRIPTION/BACKGROUND
Bureau of Reclamation intends to sole source contract with TRM for TRM RulesManager¿ SE for MAXIMO 5x and up/Annual Customer Support Program (ACSP) for Reclamations Info Tech Service Management Office.
NAICS 541990; All Other Professional, Scientific and Technical Services, size standard $17,000,000.
Market research indicates that TRM is the only vendor that can provide IBM Maximo add-on software that¿s built into Reclamation¿s CARMA application and performs numerous application specific functions.
The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to chainsworth@usbr.gov within seven (7) business days of this notice. Any information received will be treated as market research information towards future similar or same requirement.
