Sources Sought Synopsis for Direct Digital Controllers Utilizing Johnson Controls International (JCI) Software for Configuration/Programming and for Connection to the San Diego Area-Wide Energy Management System (AWEMS).





Description:



This is a Sources Sought Synopsis announcement for market research in support of various projects in the San Diego Metropolitan (Metro) area which include direct digital controllers and connection of these controllers to the San Diego AWEMS. The information will be utilized for preliminary planning purposes. The information received will be utilized within the Navy to facilitate the decision-making processes and will not be disclosed outside the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals.



Respondents will not be notified of the results of the analysis. All data received in response to this Sources Sought Synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a Sources Sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants.



Responses to this Sources Sought Synopsis will be used to make appropriate acquisition decisions. No telephone calls will be accepted requesting a proposal package or solicitation. There is no proposal package or solicitation at this time. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.



The required equipment is for direct digital controllers that utilize JCI software (SCT, LCT, CCT, DDL, JC-Basic, GPL, GX-9100, DX Commissioning, and HVAC PRO) for their configuration/programming.



The controllers will be required for projects necessitating direct digital controls and connection of these controllers to the San Diego AWEMS. The estimated total value of the controller equipment is $2,454,241 through December 31, 2027.



Interested sources are invited to respond to this Sources Sought Synopsis by completing Attachment 1 - Company Information, and Attachment 2 - Technical Information.



Responses to this Sources Sought Synopsis are due no later than Monday, April 22, 2024 at 2:00 PM, Pacific Daylight Time (PDT).
