  1. Metallurgical Lab Furniture and Fume Hood Replacement

Requiring Activity: DLA Product Test Center Division, Mechanical Lab, located at Cols, Ohio. Contracting Activity: DLA Contracting Services located at Cols, Ohio.




  1. Introduction





The Material’s Laboratory will be undergoing equipment and configuration upgrades to mitigate environmental and safety concerns. The purpose of this Performance Work Statement will give notice that the Lab will require new Furniture, such as: chemical resistant countertops, worktables, chairs, cabinetry and Fume Hood for a proper and safe workspace.






  1. Background



During the 2022 Industrial Hygienist Inspection it was discovered that Materials Lab needed to separate wet and dry sanding operations, replace broken and aging furniture, and update the lab’s fume/vapor hood. Testing also discovered a lack of proper worksurfaces, flooring and equipment necessary to combat heavy metal dust and chemical contamination. It was decided by the Materials Lab associates and MPTC Management that the lab was deficient in all areas of customer material workflow and personal protection from hazardous materials. During the initial meetings it was decided to completely reorganize and refit the lab with the proper power requirements, cabinetry, wet and dry sanding and cutting equipment. By providing the proper laboratory grade furniture the MPTC can increase workflow efficiency and provide a safer workspace for associates.





The mitigation of dust and creation of segregated machine operations will require new work areas to include desks, tables, chairs, cabinetry and chemical resistant countertops for use within a fume hood. The fume hood evaluation concluded that the existing hood is currently in decay cannot be repaired and will need to be replaced.



All the furniture and fume hood accessories to include chemical storage will need advanced ordering to ensure they are on station immediately after the Lab receives the refit of power, machine removal, flooring, drainage and room separation actions. The refit will be conducted by DLA Facilities and or outside contracting and will have a strict timeline for completion.



Proposed start dates are June or July 2024.





Once DLA Facility refit is concluded and new furniture is on station, The Lab Tech Supply Company will be able to assemble and configure components. Having the components on





station will decrease the Lab’s downtime and ensure continuity of operations for material testing.






  1. Scope





The scope of work will focus on having the furniture and fume hood ordered and on station while DLA Facilities and Contractors are readying the lab for occupation. The Contractor, Lab Tech Supply Company will be responsible for the assemblance and placement of cabinetry components, tables, chairs, workstation etc. and fume hood. They are also responsible for any electrical wiring of lighting and operation power to workstations and fume hood. The Contractor will also be required to functional check operation and airflow of the newly installed. Fume hood.

The Contractor, Lab Tech Supply Company shall be required to assemble and make ready all cabinetry, workstations, desks, drawers, tables, countertops in accordance with drawings supplied during quotation.



The Contractor, Lab Tech Supply Company shall be required to assemble and install fume hood, countertop, underneath chemical storage lockers, overhead airflow hood and function test for proper operation.

I. The contractor shall provide all labor, tools, transportation, supplies, supervision, assembly, etc. (except as noted), necessary to provide laboratory grade furniture, and fume/vapor hood replacement to the Supply Center Columbus (DSCC), DLA Land and Maritime, Product Test Center Division, Metallurgical Lab, Columbus, Ohio. The laboratory grade furniture and fume/vapor hood shall meet the following salient characteristics:






  1. Base, legs, backs, cabinets, cases, tabletops, and frames shall be constructed of heavy gage steel with at least 18-20 gage thickness.

  2. Surfaces shall have a protective coating to prevent against rust and be chemical resistant.

  3. Standing and counter heights should be standard 35” high x 22’ deep.

  4. Acids/Corrosive/Flammable storage cabinets shall be of reinforced steel and coated to prevent corrosion with a standard height of 35” high x 22” deep.

  5. Wall cases are to have a minimum of two shelves, glass framed, hinged, and constructed of heavy gage steel with at least 18-20 gage thickness.

  6. Fume Hood must meet Industry ASHRAE 110, and OSHA Standards, 1910.1003.

  7. Fume Hood selected must be of an Airfoil Bypass design.

  8. Fume Hood’s air flow shall be at minimum of 75 feet Per Minute at Face Velocity. (DLA Industrial Hygienists will be required to test once installation is complete).

  9. Selected Fume Hood must be able to adapt to current air blower configuration. (DLA facilities will be consulted prior to finalizing for connecting to existing vents).

  10. Selected Fume Hood must be able to provide switching for lights and blower.

  11. Selected Fume Hood must be able to be configured for at minimum 16x12x8” drop-in sink.

  12. Tabletop for fume hood shall be black in color and be chemical resistant.

  13. Chairs shall be composed of vinyl, spring tension adjustable, nylon bases, nylon casters with foot rings.
