The purpose of this amendment is to extend the closing date and answer Contractor questions pertaining to Combined Synopsis/Solicitation 36C24224Q0406. Quote submissions shall now be submitted on or before Tuesday, April 16th, 2024, 12:00pm EST.

Are any of the LOTO points in confined spaces?
LOTO points in confined spaces are limited and are the responsibility of the VA employees
Will the SDS be provided for any material we may be exposed to?
The chosen contractor will should not encounter any material requiring SDS. All material requiring SDS are contained and/or stored in locked cabinets.
Is the VA going to purchase the Brady Link system and give the successful bidder access, or multiple access?
Yes, the VA will purchase the Brady Link360 license agreement.
What is the turnaround time for the VA to review the procedures entered into Brady Link?
The amount of time to review the procedures in Brady link will depend on the number of procedures entered for review. While the contractor and the Syracuse VA team share the database. Entries can be reviewed upon formulation daily.
Will the VA provide their Life Safety Plan(s) for Room identification?
Yes, (see attachments)
Is it necessary to save files in pdf format allowing the COR to download and save, as the Brady Link software can allow "Instantly preview, print or download visual procedures in PDF format"?
I can t answer this question until I talk to the representative tomorrow. I have a call with the Brady Link360 rep. at 10:00am.
What is defined as an Energy Control Procedure (ECP)? Â Is it the procedure for each LOTO point or for each piece of equipment (Which may have multiple LOTO points)?
The Energy Control Procedure is the term to describe locking out the multiple energized points on a specific piece of mechanized equipment.
Will selected contractor receive a copy of any MSD info relative to Gas or chemicals in proximity to work areas?
The chosen contractor will should not encounter any material requiring SDS. All material requiring SDS are contained and/or stored in locked cabinets.
Will work at heights require a permit issued by the facility?
No, a separate permit is not required. The contractor should have a program for ladder safety and fall prevention in place and that meets current OSHA standards.
When will access to the Brady Link360 be given?
The Syracuse VAMC is in the process of procuring the Brady Link360. This process can take up to 60 days.
Can you send out diagrams of each work area to identify locations of targeted equipment.
Drawings of equipment and mechanical spaces can be viewed by the chosen contractor while onsite.
Is the bid to include only the 450 ECP's?
Yes, the bid is for up to 450 Energy Control Procedures. As approved by Syracuse VAMC COR.
Is the bid for the 7-day (5 Syracuse / 2 Rome) time frame for site visit and procedure / software development exclusive of laminating, procedure book, and initial training?
Yes, the initial estimated time of 5 days Syracuse and 2 days Rome was estimated as time needed to log the mechanized equipment and did not include training and development of procedures.
Would an Alternate price be accepted for a different time frame for site visit and software / procedure development, in lieu of the current 7 days?
The time on site may be extended by written request accompanied with proposed timeline. (I don t know what they mean by an alternate price.)
Does the government require that Brady software be used for this effort, or can other software be utilized to generate the procedures, such as Microsoft Word or Excel?
Brady software must be used and will be furnished by the Syracuse VAMC via authorized log-in.
Does the government require the completed procedures to be printed and posted at each piece of equipment? Or is the printed binder the only hard copy deliverable requirement for the procedures?
The procedures do not need to be printed once developed and approved in the Brady Software. The Syracuse VAMC will print its own hard copies for posting at the mechanized equipment.
During the site visit there was discussion regarding sending via email (or being posted on SAM under the current solicitation) a copy of a current LOTO procedure that was presently being used by your facility along with any other relevant information. Is that still going to happen?
