Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to enter into sole source negotiations and subsequently award a Cost-Plus Fixed Fee (CPFF) contract to DCS Corporation; Alexandria, Virginia via a Delivery Order (DO) under the Basic Ordering Agreement (BOA) N00019-20-G-0001. This delivery order will provide integration of Weaponeering and Stores Planning (WASP) 5.3 Legacy software capabilities into the Joint Mission Planning System – Maritime (JMPS-M) Next Generation Naval Mission Planning System (NGNMPS) software. The NGNMPS WASP Legacy software is being developed to implement minor software defects, new weapons and NATIP/NATOPS updates into the legacy Joint Mission Planning System – Maritime (JMPS-M) and will provide collaborative mission planning capability to fleet users, to include support of the Offensive Anti-Surface Warfare (OASuW) mission. This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. DCS has developed and delivered all WASP versions, both U.S. and FMS, in a component-based evolutionary acquisition. DCS has generated extensive, applied, knowledge-based experience and proficiency with the WASP code, database tier design and structure of WASP applications used by the Fleet. Selection of a contractor other than DCS would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as unacceptable impacts to schedule and performance. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
