Description
The purpose of this amendment is to provide answers to questions received. The terms and conditions of the solicitation remain unchanged. The submission due date remains unchanged. All questions and answer are provided herein.

Will Somnoware system be a requirement of the contract? Somnoware system is currently being utilized by the VA as there is a national contract with Somnoware for implementation in all sleep labs across the nation.  The order path for remote Home Sleep Tests are all currently initiated through Somnoware.Â
Could we get clarity on Clin 1 Us of HST equipment for 2 nights, 100 units. Is this for a 2-night test for a reusable testing unit? This could be for both reusable and the ones downloaded on the phone. The reasons for separating them is required by fiscal when it comes payment. The amounts are just an approximate. Real charges reflected by actual usage.

For the price schedule, what is the difference between items 0001 and 0005? Do all disposable units need to be usable for 2 nights or are those included in item 0004 allowed to be single night devices?

For the items 0001 The set up of the device during programming requires additional time for the set up. Line item 0001 reflects this additional set up cost. Line item 0005 covers the additional equipment (probes, adhesives, batteries) needed to conduct the additional nights of test.Â

For line item 0004 This can be a single night capable device and does not need to be a multi night capable unit.Â

In the PWS, it is stated The vendor will receive orders with Patient Information for the Home Sleep Tests (HST) from the Veterans Affairs (VA) providers via secure portal through only government approved software and program systems. . Can you share what are those portal or software vendor? The approved, FEDRAMP tested platform currently utilized is SOMNOWARE.Â

How would the contractor determine who needs a 2-day study?   The (Government) ordering physician will dictate if a two day study is needed. This is part of the medical order and not determined by the group processing the home sleep test.Â

Is this something that the referring provider will identify or is this based on patients first night study data? The selection of study is based on the (Government) medical professional from Louis Stokes VA Medical Center when submitting the order. The number of nights tested is based solely on the discretion of the ordering provider and their clinical needs for the patient.Â

Does contractor need to score or diagnose the home sleep study?- Interpretation of study data is conducted by the (Government) physician team at Louis Stokes VA Medical Center.
What does VA foresee as part of the 2nd day training for HST? - The training for use of the second night of testing is based on the level of instruction required by the patient to exchange the parts required for subsequent nights of testing. The recommended and preferred method for this will be instruction provided by voice to voice or video call to cover the required steps.

Line item Use of reusable HST device 250 is this the number of studies to be performed in a year by using reusable HST instead of disposable HST? There may be more or less than 250 reusable devices use annually based upon the number of orders from the physician requiring a reusable device.  Historically, the Louis Stokes VA Medical Center uses approx. 70% reusable devices.Â

Is the price the main Factors used to decide the winning contractor for this solicitation?
Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.

By what date, is the VA going to decide on the winning contractor and would we be notified of the winning contractor?
An award will be made once the evaluation and selection process has been completed, as long as at least one complete, fair, and favorable quote is received.
Does the Louis Stoke Cleveland VA Medical Center currently utilize the Somnoware software? If not, what is the timeline for them to begin using Somnoware? The approved, FEDRAMP tested platform currently utilized is SOMNOWARE.
What is the set-aside for this solicitation? The requirement has not been set-aside.
