GSA intends to issue a Request for Qualifications (RFQ) for a Design-Build (D-B) contract for the seismic retrofit and limited modernization project for the Historic Mike Mansfield Federal Building and U.S. Courthouse located in Butte, Montana. This acquisition encompasses the design and construction of a seismic retrofit to bring the building to current seismic standards and is planned to be completed with low-embodied carbon concrete, steel, and glass, and a full roof replacement. Interior architectural construction includes correction of Architectural Barriers Act Accessibility Standards (ABAAS) deficiencies and Historic Mitigations. Modernization of building systems include HVAC, electrical subpanels, sewer, and plumbing. Other sustainability driven performance improvements that GSA is contemplating are potential options for the installation of a modern high efficient all-electric heating system, electrical/lighting upgrades, window replacements, and facade improvements. The project may include a geothermal heat pump component. GSA has not yet identified whether a geothermal heat pump component will be considered an element of the project.



The scope of the Design-Build contract may include, but not limited to, the following: design/construction documents, construction work, which consists of all labor, equipment, and materials to complete the renovation.



GSA intends to award a firm-fixed price design-build contract pursuant to the Federal Acquisition Regulations (FAR) two-phase design-build selection procedures (FAR Subpart 36.3). For this contract award process, GSA will issue two (2) solicitations in sequence: Phase 1 and Phase 2, respectively.



The estimated total design-build cost (inclusive of all options) is between $30,000,000 and $40,000,000 with completion projected no later than September 2028.



The purpose of Phase 1 (the Request for Qualifications) is to select the most highly qualified Offerors from Phase 1 to participate in Phase 2 (the Request for Proposals). Once Phase 1 is complete, the Contracting Officer will invite the shortlisted Offerors to submit Phase 2 proposals. Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase 1 shortlisted offerors on SAM.gov.



The Contracting Officer will select a maximum three (3) of shortlisted offerors of the most highly rated offerors to proceed to Phase 2.



Phase 2 of the solicitation is prepared in accordance with FAR Part 15 and includes the Phase 2 evaluation factors, developed in accordance with FAR 15.304. Phase 2 solicitations require submission of technical and price proposals, which are evaluated separately, in accordance with FAR Part 15.



Stipend: In consideration for the preparation of a Phase 2 technical proposal, GSA will pay a stipend to Offerors not selected for award of the resulting contract. Offerors that submit an incomplete or unacceptable Phase 2 proposal will not be eligible for a stipend. For the avoidance of doubt, no stipend is paid during Phase 1.



At the conclusion of Phase 2, GSA intends to award a contract to a single Offeror for all design and all construction services.



This procurement will be open to both large and small businesses. The firm (if not a small business concern) shall be required to present an acceptable small business subcontracting plan in accordance with FAR 19.7, as part of its proposal.



The Request for Qualifications (RFQ) will be issued electronically on or shortly after April 29, 2024 at www.SAM.gov, with an anticipated response date of 60 days after publication.



In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low-embodied carbon concrete (and cement), glass, and steel materials for the project. Suppliers and manufacturers of materials meeting GSA’s Inflation Reduction Act Low-Embodied Carbon concrete (and cement), glass, and steel requirements may submit an Expression of Interest to the Steve Janzen (steven.janzen@gsa.gov) no later than May 15, 2024.



Expression of Interest should indicate materials available and global warming potential values reflected in materials’ environmental product declarations (EPDs). Submission of an expression of interest grants GSA your permission to publish your firm’s contact information and offerings for use by potential offerors on GSA construction requirements. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA, and potentially in other fora.



By participating in the competition, offerors consent to unrestricted GSA use of supplier names and GWP values associated with supplier materials. Such information may be disclosed publicly or used to inform other low-embodied carbon procurement activities. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared. Any objection shall be transmitted to the Contracting Officer by the due date of offers and shall adhere to 41 C.F.R. § 105-60.601.
