This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13.106-1(b)(1)(i) in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price modification with Environmental System Research Institute (ESRI) located at 380 New York Street; Redlands, CA 92373-8118, to expand services under 75H70423F80019 to obtain additional consulting services for data collection from IHS facilities and share it utilizing ERSI technology to support the Cancer Moonshot investigation.
Specifically, under the anticipated modification, the Government seeks to obtain additional labor hours- under which, ESRI will perform the following:
1.) Data Discovery and Data Collection Tools, under which-
a. The contractor shall provide support to utilize IHS’s existing authoritative datasets in new tools, applications and resources.
b. The contractor shall support the IHS and in designing a new data schema and data collection tools.
2.) Product Tool Creation and Knowledge Transfer, under which-
a. The contractor shall provide the design and configuration of ArcGIS technology to support data collection;
i. Based on Data Discovery (above), and;
ii. Provision of instructions and knowledge transfer for maintaining all data.
Only one source, ESRI, is capable of fulfilling the IHS requirement. ESRI is the sole provider of its products and maintenance for federal customers, currently in use under the base award (75H70423F80019). Additionally, ESRI’s software technology is the only Geographic Information System (GIS) widely deployed and used throughout the Department of Health & Human Services (HHS) as well as many state, federal, tribal and local Governments. ESIR’s software technology is also the foundation and core of many existing national IHS applications and workflows such as; find healthcare, COVID-19 reporting dashboard and other sanitation facilities construction and facility services.
The total estimated cost of this service is $33,918.59
