This public notice is prepared in accordance with FAR Part 5.2 - Synopsis of Proposed Contract Actions.
The Library of Congress requires contractor support for Architecture, Engineering and Quality Assurance services in relation to the preparation, fabrication and installation of the Library’s new Retail Shop. This effort is a part of the Library’s efforts to refurbish and re-envision various spaces in the Thomas Jefferson Building as part of Librarian of Congress Dr. Carla Hayden’s Visitor Experience Master Plan (VEMP).
The contractor shall provide the following services:
The Architectural, Engineering and Quality Assurance oversight of this requirement needs complete knowledge of the project to this point and a level of expertise that can only be granted by a familiarity to all versions of the project and the intricacies of stakeholder feedback. This is because the concept creation and CD development process was deeply discursive and the existing vendor retains privileged knowledge and can deftly interpret design documents such as the Architects Supplemental Instructions (ASI) which are a critical component of this requirement. Thus, Bergmann Associates is the only vendor capable of successfully fulfilling work under this requirement.
This requirement will run concurrently to the Library's anticipated contract for Retail Shop Preparation, Fabrication, and Installation (PFI) services for the retail shop. The active full and open competition for Retail Shop PFI can be found via this link: https://sam.gov/opp/58e95cd7a8cf49abaece59c2f31bab35/view.
