Intent to Sole Source Moody's Analytics Orbis Dataset

Fiscal Service Procurement, on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to make award to Moody’s Analytics, on a sole source basis, for Orbis datasets.

TTB requires maintenance on an existing Orbis datasets that supports TTB’s mission.

The Craft Beverage Modernization Act (CBMA) amended the Internal Tax Revenue Code to require TTB to administer claims on imported alcohol. Under CBMA, only one allocation of reduced tax rates are given per corporate family, or “controlled group.” Thus, TTB requires data to verify and validate foreign producer registrations and to determine membership within controlled groups of industry members. If we are unable to identify controlled group membership, individual operations may take multiples of the allotted reduced rates, resulting in reduced tax revenue and potentially in improperly paid claims, thus costing the government.

Moody’s Analytics are the sole source and provider for Orbis datasets. Moody’s Analytics is the legal entity distributing the Orbis datasets. Moody’s provides the most complete source of information on global business entities. The Orbis dataset contains information on over 448 million legal entities, their ownership interests, and relationships. It’s the most powerful database of beneficial owner, shareholder, and subsidiary information on private and public companies globally. Orbis deeply maps companies, including organizations of all legal form; non-profit, academic institutions, sole traders, LLCs, LLPs, Funds, SPACs, Joint Ventures, etc., as well as marine vessels, governments and sovereigns. Moody’s takes a unique approach to gathering, validating, and updating ownership information. By sourcing ownership data from over 180 information providers and through our ownership research and validation team, Moody’s provides ownership linkages throughout all regions of the world. Moody’s Analytics ownership team validates corporate hierarchies through non-transparent regions of the world through a top-down (owner published percentage of subsidiary) and bottomup (subsidiary published percentage of owners) approach.

Responses to this request must be submitted no later than 12:00 pm ET on December 23, 2022 and must be submitted electronically to purchasing@fiscal.treasury.gov , with the subject line of “Attn: JS/MH SS-TTB-23-020”. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the Orbis datasets. If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, or is not received by the aforementioned deadline, TTB, shall make award on a sole source basis to Moody’s Analytics.
