The Air Force Arnold Engineering Development Complex (AEDC) anticipates issuing a full and open competitive request for proposal (RFP) for the Test Operations and Sustainment (TOS) II acquisition for test operations, technology development, equipment and facility sustainment, capital improvements and some support services for AEDC which includes Arnold AFB, TN and its associated Geographically Separated Units.
The North American Industry Classification System (NAICS) code for this acquisition will be 541330, Engineering Services, (exception 1, Military and Aerospace Equipment and Military Weapons). The Business Size Standard is $47,000,000. The Product Service Code (PSC) for this acquisition will be R425, Support – Professional: Engineering/Technical Services.
The anticipated release date of the RFP is on or about 18 May 2023 with an anticipated proposal due date on or about 30 June 2023 (Past Performance volume due 20 June 2023). Proposal submissions are required to be conducted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil.
All responsible sources may submit a proposal which shall be considered by the agency.

Foreign participation
Foreign competitors, including United States companies with foreign ownership or control, are not permitted to bid at the prime contractor level in the TOS II acquisition. In accordance with DFARS 252.225-7048, Export-Controlled Items, 22 CFR Parts 120-130 and 15 CFR Parts 730-774 apply to this solicitation. U.S. prime contractors desiring to use foreign subcontractors or employ foreign nationals / non-U.S. citizens must comply with DFARS 252.225-7048 and all applicable laws and regulations regarding export-controlled items.
