28 Aug 2023: The Mission and Installation Contracting Command-Installation Readiness Center (MICC-IRC) has provided Questions and Answers from the Draft RFP in the attachements section of this solicitation.

23 Aug 2023: The Mission and Installation Contracting Command-Installation Readiness Center (MICC-IRC) has a requirement from the United States Army, Headquarters, Installation Management Command (HQ IMCOM) and the Department of Public Works at Yuma Proving Ground (YPG) AZ. a non-personal services contract to provide Base Operations Support (BaseOps). The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.

Contract Type: A Firm Fixed Price (FFP). The award will be made to the offeror who provides a proposal that is determined to be the lowest price technically acceptable (LPTA).

Past Performance and Price will be evaluated in a tradeoff assessment to determine which offer is most beneficial to the Government. The anticipated period of performance will be a 60-day phase in. A base period and four (4) one year option periods to include the six-month extension under FAR 52-217-8, if exercised. The anticipated full period of performance is May 20, 2024, to May 19, 2029.

Any changes to the RFP will be conveyed through an amendment to the RFP.
