Furnish and installation of an EMP Signalizer and Trane Controller, Ensemble Dashboard, and (2) Global OA Temp and Humidity sensors. The HVAC System in various buildings requires a Trane BCU to communicate to the base-wide direct digitial control system, feeding the Trane Summit Building Management System. The software and programming code for this is proprietary
to Trane. Other manufactures of HVAC controls cannot interface with the Trane control systems. This would require the use of a secondary HCAC control system on the base. Using a secondary HVAC Control system is cost prohibitive as it will require an additional head end unit, training of nine maintenance personnel, and lost labor time using two different Base-wide systems to perform HVAC system Checks. The existing TRANE EMCS has a PRV of ~$2M. Compatibility or "bridge" service equipment is also not viable due to overcomplicating access and an inability of operators to manipulate controls without multiple certifications and training which also make substitute sources non-relevant.
The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
