THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Leslie Karsten) for receipt by close of business (4 p.m. local Denver time) on December 5, 2023:



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;



(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;



(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $10 million, and your firm’s aggregate bonding capacity; and



(4) Provide a list of road construction projects of equal or greater value and scope to the NM FTBL 2004(2) Wild Rivers Road project in which you performed embankment construction, placement of aggregate base, asphalt concrete paving, rolled erosion control product placement, pipe culvert replacement, and temporary traffic control. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.

PROJECT NAME: Wild Rivers Road



Project Location



The Wild Rivers BCB is located within the Wild Rivers Recreation Area, a portion of the Rio Grande del Norte National Monument. It begins about 26 miles north of Taos, NM near the town of Cerro, NM, where NM state highway 378 dead-ends into the Byway. The Wild Rivers BCB is a 12.5-mile two-lane paved road that offers access points for recreational biking and mountain biking on 3 designated trails, sightseeing, camping / picnicking, fishing, and hiking on 10 designated trails. The access road is used for school visitations, architectural surveys, geology education services, horseback riding, and fishing tour guides.



SCOPE OF THE WORK:



The primary objective of the proposed project is the rehabilitation and reconstruction of 3.21-miles of the Wild Rivers Road section from the Loop Road end, north to the end of Ice Hill and consists of widening the paved surface to 34 feet to provide wider shoulders. Schedule A has a proposed pavement typical section of two 11-foot lanes and two 6-foot shoulders with safety edge and proper shouldering material to the top edge of pavement for 2.81 miles of road.



Option-X consists of 0.4 miles of full reconstruction areas at Ice Hill including reverse curves and realignment with a typical section of two 11-foot lanes and two 6-foot shoulders. The 3-inch asphalt pavement will be placed over 8-inches of aggregate base

ANTICIPATED SCHEDULE:



It is anticipated this project will be advertised in March 2024 and be under construction in the summer through fall of 2024. The project has an estimated completion date of November 2024.



ENGINEER’S ESTIMATE: The estimated price range of the project work is between $5,000,000 and $10,000,000.
