Description

Bonneville Spillway Crane Rehabilitation



1. General



This is a Sources Sought and is for informational/market research purposes only. This is not a request for proposal, quotation, or bid, nor a synopsis of a proposed action under FAR Subpart 5.2.



This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the Government can make informed business decisions and to inform potential future solicitations. We are seeking responses from both large and small business members of industry.



The anticipated North American Industrial Classification Code (NAICS) for this requirement is: 237990 – Other Heavy and Civil Engineering Construction. The related small business size standard: $45,000,000.



Formal Sources Sought Response Due – 15 Feb 2024 at 3:00 pm PDT.



Solicitation is expected to be issued late Fall of 2024 under solicitation number W9127N-24-R-0028.



2. Contract Information



The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has a need to rehabilitate the Spillway Cranes at Bonneville. The contract is scheduled to be a Design-Build solicitation. The Portland District is currently preparing the request for proposal for the solicitation. The District is requesting industry feedback on possible methods for construction of the project.



Estimated Construction Cost (ECC): $10,000,000 - $20,000,000



3. Capability Statements



The Portland district is looking for information on the constructability of the project over an active Spillway. The project will involve the following;




  1. The complete rehabilitation of the crane’s supper structure, this will involve removing any rust on the supper structure, abating any lead paint, and fixing any rust damage to the supper structure. Installation of a new cab.

  2. Mechanical

    1. Rehabilitating the Hoist brakes, lower blocks, upper blocks, main hoist drums and final stage gearing, lifting beams, trolley motors (with VFD), trolley brakes, gantry drive motors (with VFD), and gantry drive motor brakes.

    2. Replacing the Wire ropes for main and auxiliary hoists, auxiliary hoist motor, auxiliary hoist brake, auxiliary hoist speed reducer, and generator level roof panels.



  3. Electrical

    1. Replacing the Electrical components found on the gantry cranes. This includes the runway conductors and collector system, main and aux hoist control system, travel control and limit switch control system, bus collector shoes, auxiliary hoist trolley power (add a cable festoon on gantry 5 similar to the replacement that was done on gantry 6), diesel generators, distribution panels in operator cab, automatic transfer switches, lighting, receptacles, conduit (as needed), and the hoist, trolley, and gantry travel controls in the operator cab.



  4. One crane must remain operational all the times.

  5. Both cranes must be operational from 10 April through 31 August.

  6. Minimize closure of vehicular traffic across the spillway. Allow transit of the spillway from 6:00 to 7:30 am and 4:00 to 5:30pm to allow Bonneville Operations staff to commute to and from work. Maintain foot traffic across the spillway at all times.

  7. The cranes must be rehabilitated in place on the spillway. The south crane will be rehabilitated at the south end of the crane rails, and the north crane at the north end of the crane rails.



4. Project Background



Bonneville Lock and Dam consists of several run-of-the-river dam structures that together complete a span of the Columbia River between the U.S. states of Oregon and Washington at River Mile 146.1. The dam is located 40 miles east of Portland, Oregon, in the Columbia River Gorge. The Spillway cranes are over 50 years old and are in the need of being refurbished.

  2. Provide the responses to the questions asked by the government in this Sources Sought

  3. Provide relevant and verifiable information on the Firm’s experience/capabilities as it pertains to the proposed work outlined above.
