The agency will be placing a Sole Source Master Blanket Purchase Agreements (BPAs) with Schwarz Construction LLC. They are the contract holder for the Water Plant Operations. As the contract holder for this critical Base Function, it only makes since for Schwarz to hold this BPA as well.
