*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Chanders Company of Steamboat Springs, Colorado for the ongoing nonpersonal services to provide all equipment, labor and materials (unless otherwise provided herein) necessary for a computer programmer to perform intermittent tasks of maintenance and enhancements to LAPXM software as determined necessary

***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA), Physical Sciences Laboratory (PML) nonpersonal services required maintenance and enhancements to the LAPXM.

In 2012, Vaisala sold the radar segment of its business to another company, Scintec, which now has proprietary rights to LAP-XM. Scintec has since stopped maintaining and further developing LAP-XM. However, with over 40 years of intellectual property invested into this software in the form of advanced signal-processing methods, NOAA/OAR relies heavily on LAPXM to advance its wind-profiling research and meet its project deliverables. As such, NOAA/OAR continues to maintain and enhance a research version of LAP-XM. Chanders Company is the developer of the current system USING THE LAPXM and has proprietary knowledge for maintaining the system and its functionality of the enhanced research version of the LAPXM.

Period of performance will from date of award for a Base Year and 4 Option Years.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
