THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The 21st Contracting Squadron is conducting market research to determine interest and capability of potential sources. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.





Peterson Space Force Base (PSFB), Colorado is seeking potential sources to provide Lightweight Modular/Mobile sensitive compartmented information facilities (SCIF), per the below specifications.





Specifications:






  • Command Module



A custom, lightweight 8 x 8 x 20' shelter that is built to meet permanent SCIF (not TSCIF) accreditation standards, per ICD 705. The final delivered module must not exceed the dimensions of three pallet positions on a standard military cargo aircraft (C-130/C-17) and shall weigh less than 10,000lbs.








    • Physical Structure

      • Weight of the delivered command module should be (less than or equal to) = 6,000lbs

      • Wall or panel thickness of 2.240”, +/- 0.06”

      • Long term corrosion resistance using vinyl ester resin.

      • Custom Aluminum frame

      • ASTM E-84 Class 1 construction.

      • Corner and base connection points for transport

      • Leveling Jacks W/Spreaders



    • Interior

      • Two internal workstations for operators

      • 8-Ton Heating and Cooling Capacity from ECU

      • Four each, 42U component racks

        • 36” depth

        • 2 each PDU's per rack with individually addressable outlets





    • EMI Mitigating Tech

      • Must attenuate EMI per ICD-705 standards, verified via test.

      • Must attenuate internal sound per ICD-705 standards, verified via test.

      • Faraday cage construction

        • Must attenuate EMI per ICD-705 standards.

        • Must attenuate internal sound per ICD-705 standards.



      • HVAC Input/Output Vents

        • Honeycomb filters and man-bars on HVAC for EMI mitigation & physical security.

        • Internal HVAC ducting with visual inspection access ports





    • Exterior

      • EMCoat painted.

      • Internal Electrical/Signals cabling installed per TEMPEST standards.



    • Electrical

      • Primary 3-phase power connector, to receive power from the Service Module

      • Must support distribution of 120/208V 60Hz power distribution internally.

      • Electrical/Signals cabling installed per TEMPEST Standards

      • Power EMI Filter, 200A 120/208V 3P at entrance

      • Grounding Rod connected through 208V/200A Panel.

      • Customizable Signal entry Panel:

        • Various Ethernet, TFOCA, RF connections per govt direction



      • 30kW 120/208V 3P 60hz Tower Uninterruptable Power Supply

      • Control panel for Environmental Control System



    • Security

      • External, 360deg. Lighting

      • Security System

        • XR550DEA-G Encrypted DMP Panel

        • 322 DMP wire in transfer with metal enclosure

        • 12V7A batteries to provide backup power.

        • 7060-W DMP keypad with conduit backbox in container

        • HSS-L2D-010 Magnasphere high security door status switch on the front door

        • DS939 Bosch 70' ceiling mount PIR or similar at front and back of module

        • Keypad

          • External Key lock override for emergency use

          • X-10 Lock with internal magnetic lock release and egress button.



        • Intrusion Detection System meeting ICD-705 and Tempest requirements.

          • DMP System Link software to be installed on Gov't Provided laptop to allow remote alarm detection and system monitoring with 128bit AES encryption. (Possibly avoiding remote monitoring)



        • Security system powered by isolated power run, separate from internal equipment rack power.












  • Service Module



CONEX style experimental shelter to accept worldwide 3-phase shore power and allow control and emergency power generation. Shelter shall weigh less than 10000lbs, to include all associated hardware as identified below, and must not exceed the dimensions of three pallet positions on a standard military cargo aircraft (C-130/C-17).








    • Physical Structure

      • Corner and base connection points for transport

      • Doors on both ends for airflow.

      • Doors/Panels around generator for maintenance access.

      • Physical Storage for power plant, ECU, cables, and cable reels during shelter transport.

        • Extra storage Cabinet for consumables



      • Full CARC Painted for protection.

      • Leveling Jacks W/Spreaders



    • Electrical

      • System Power Requirements

        • Must accept worldwide power from 190-520 VAC, 60KVA 3-phase, 45-440hz.

        • Must transform worldwide 3-phase power to 120/208V @ 60Hz.

        • Must provide 120/208V 60Hz, 200A to Command Module, via appropriately sized 25ft. umbilical cable.



      • Generator:

        • 101kW Standby/91kW prime, 3-Phase 120/208V@ 60 Hz with 200-Gal Fuel tank



      • Automatic Transfer Switch: 120/208, 3P 60 Hz to detect loss of Shore power and switch to generator.

      • 8-Ton Environmental Control Unit (ECU)









The anticipated solicitation will be issued under North American Industry Classification Systems (NAICS) Code 332311 – Prefabricated Metal Building and Component Manufacturing. The size standard is 750 employees.
