APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a modification to Firm-Fixed-Price (FFP) Delivery Order N0001920F0402 to Boeing Company, against the Basic Ordering Agreement (BOA) N0001921G0006. The anticipated modification provides for additional Harpoon Block II+ Tactical Missile Upgrade Kits for the United States Navy (USN). Contract award is anticipated third quarter of FY24.
Small businesses interested in subcontracting possibilities may contact Chasity Strickland (Chasity.L.Strickland@boeing.com), Boeing. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulation (FAR) 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Please copy NAVAIR on any capability statements provided to Boeing to the attention of Joanna Roland, joanna.m.roland.civ@us.navy.mil. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the supplies and services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon and therefore is the only responsible source that can meet the Government's requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
