Synopsis :

This Broad Agency Announcement (BAA), W56JSR-18-S-0001, is sponsored by the Army Rapid Capabilities Office (RCO). The RCO serves to expedite critical capabilities to the field to meet Combatant Commanders' needs. The Office enables the Army to experiment, evolve, and deliver technologies in real time to address both urgent and emerging threats while supporting acquisition reform efforts. The RCO executes rapid prototyping and initial equipping of capabilities, particularly in the areas of cyber, electronic warfare, survivability and positioning, navigation and timing (PNT), as well as other priority projects that will enable Soldiers to operate and win in contested environments decisively. This BAA is an expression of interest only and does not commit the Government to make an award or pay proposal preparation costs generated in response to this announcement.

Technical questions will be sent to the appropriate Technical Points of Contact (TPOC), topic authors, and/or Subject Matter Experts (SMEs) to request clarification of their areas of interest. No discussions are to be held with offerors by the technical staff after proposal submission without permission of the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Contracting Officer.

Amendment 01 to BAA W56JSR-18-S-0001, is to revise the evaluation factors at page 55.

The purpose of amendment 02 is as follows:

1.Revise the Electronic Submissions instructions on page 53 to include the following statement:
"Due to data limitations, ROM or cost data portions of a Whitepaper submission should not be submitted via the SOCOM Vulcan Website. Offerors shall submit any ROM or cost data electronically via the email address indicated for each special notice or funding opportunity."

2.To include a request for proposals for the funding opportunity "Expert Systems Integration into EWPMT for SOI Readings automated significance ranking based on troop and emissions patterns of movement and RF activity".

The RCO intends to award approximately up to $360,000 and may award up to two (2) contracts under this announcement, subject to the availability of funds.

Proposal submission are due no later than 1:00pm ET on 20 July 2018.
