REQUEST FOR INFORMATION (RFI)

PORTICO

1.0 Description and Purpose

1.1 The National Geospatial-Intelligence Agency (NGA) is seeking information from Industry sources capable of providing technical expertise and services required to maintain, develop, implement, sustain, and modernize software supporting mission essential NGA capabilities for The Globe outlined in “(U) Attachment A_ Objectives for Portico Requirement (PWS draft)”.

1.2 The purpose of this Request for Information (RFI) is to gain relevant data from Industry, demonstrating effective and efficient practices that may be applied to satisfy or improve the Government’s drafted requirement found in, Attachment_A referenced above.

1.3 The anticipated North American Industry Classification System (NAICS) for this requirement is 541511 – Custom Computer Programming Services. A respondent to this RFI is herein authorized to suggest a (1) alternate NAICS, supported by a clear and concise rationale.

1.4 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. Further, NGA at this time is not seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI – all costs associated with this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

1.5 All contractor personnel must be eligible for a Department of Defense (DoD) Top Secret (TS) security clearance based on a single scope background investigation and be eligible for access to Sensitive Compartmented Information (SCI) at time of the proposal submission, and must maintain the level of security required for the life cycle, if NGA elects to award a future contract following the release of this RFI.

2.0 Background

2.1 The NGA is conducting market research for a potential requirement for The Globe, the web front door for NGA. NGA is seeking information on potential sources capable of providing secure software support, maintenance, development, and engineering services for an existing mission essential capability available to geospatial intelligence consumers. The NGA requires solutions with innovation and agility in the delivery of high-quality software, applications, and systems for the NGA enterprise environment.

2.2 Security requirements: In the event a solicitation is issued, the government will release a DD254 for security requirements.

2.3 The government anticipates issuing an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with ability to issue Task Orders with fee structure(s) to be determined. The IDIQ will have a five (5) year ordering period.

3.0 Required Capabilities

3.1 As detailed in the attached Objectives for Portico Contract document, the Government requires support for the following areas: See the attached Objectives for Portico Contract document which outlines the Governments requirement.

3.2 Detail the extent to which the responder has the ability to meet the proposed requirements based on the attached Objectives for Portico Contract which outlines the Governments requirements.

4.0 Responses

4.1 Respondents are to complete and submit “(U) Attachment B_Portico_RFI_Response_Template” herein enclosed. Please minimize any proprietary information. If included, it MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. All responses are to be submitted electronically.

4.2 Responses must only contain properly marked “UNCLASSIFIED” information and be marked “UNCLASSIFIED” on all pages in both the header and footer. Respondents are advised that input on the information contained in the responses may be solicited and reviewed by NGA non-Government consultants or experts who are bound by appropriate non-disclosure agreements (NDA).

Respondents are advised that questions, comments and Government responses may be posted publicly on SAM.gov, although the identity of the requesting organization will be withheld.

5.0 Disclaimer and Use of Information

5.1 This RFI does not guarantee that the Government will issue a solicitation or award a contract for supplies or services. No specific solicitation is planned to follow this RFI; however, the responses could impact the Government’s decision to release multiple solicitations in the future. Proprietary information will be safeguarded in accordance with the applicable government regulations. Any material received will be public domain unless clearly marked (on each page) as proprietary. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. No charges will be incurred or reimbursed by NGA for Industry responses to this RFI. Not responding to this RFI will not preclude an entity from submitting a proposal to any subsequent NGA solicitations.

5.2 The Government will not accept unsolicited proposals in response to this RFI.
