The Naval Air Warfare Center Aircraft Division Lakhurst, NJ intends to solicit, negotiate, and award a fixed price contract, on a sole-source basis to Keysight Technologies, Inc., CAGE: 52708 (USA), for the procurement of software licensing and maintenance of an already existing Keysight Oscilloscope. Extensive market research was conducted to identify potential suppliers of this software licensing and mainetance of this oscilloscope. The findings confirmed that Keysight Technologies, Inc. is the only vendor capable of providing the software licensing and maintenance, as they are the original equipment manufacturer. Trying to purchase from another vendor would result in the software not interfacing with the existing asset, and lack of maintenance of the component - ultimately, resulting to unnecessary cost to the Government.
NAWCADLKE intends to procure these items under the authority of 10 USC 3204(a)(1) as implemented in FAR 6.302-1. No solicitation package is available for this procurement. This notification is not a request for competitive proposals. However, all
responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
