Notice of intent to Sole Source.
The entire security network (Cameras, Drone, Thermal imaging cameras, recorders, servers, switches, card readers, card stock, card printers, access control panels, CK s, RDR s and all monitoring systems) is currently maintained by Johnson Controls under the current service contract 36C25223P0440 that provides maintenance, replacement and emergency work orders of the building security systems. All systems are integrated into P-2000 to act as one complete and common platform. The common platform consists of P-2000, Milestone, Talk-a-Phone, Marathon and Bosch systems. The P-2000 system are proprietary to Johnson Controls. The facility is expected to provide security to control the integrity of our environment, particularly in Mental Health and other patient care areas. Without these specific systems in operation, and the current service contract we would not be able to safely operate. The current service contract 36C25223P0440 with Johnson Controls and the Milwaukee VAMC covers all maintenance on the security equipment, the service contracted started April 1, 2023, and goes through March 31, 2028. It is essential to maintain this program to keep all required security systems to operate.
The security network s integrity could be compromised if other Non-Johnson Controls products are incorporated or installed on all upgrades and emergency replacements causing additional spending for the Milwaukee VMAC.
If another company was to be awarded the contract for the VAMC FY22 Security upgrades, then all of the required equipment would not be covered under the current service contract 36C25223P0440 with JCI and will not cover future warranties, new service contracts with other companies covering their equipment they provided, and the combination of other companies will be costly to the government breaking what company is responsible to complete the work. Adding separate maintenance, software/hardware upgrades or emergency replacement parts with other companies would far exceed the cost of FY 22 and FY 23 service contract. Any panel equipment, programming and software maintenance upgrades must be provided and installed by Johnson Controls.
The current physical access control system, P2000, is for the entire property to include Milwaukee Medical Center facility, Green Bay, Appleton, Cleveland, Union Grove, Community Resource Referral Center and Honey Creek Buildings which is propriety to Johnson Controls. The P2000 system integrates 798 card reader control points, 9000 physical access cards, 1200 panic alarms, 50 motions, JCI panels, CK s RDR s and 25 server systems. These systems require annual software upgrades and maintenance from approved Johnson Controls devices/products.
The Johnson Controls P-2000 platform is an approved platform for the Homeland Security Presidential Directive 12 (HSPD-12), signed in 2004, and Federal Information Processing Standard (FIPS) 201.
During FY 22 critical upgrades were completed on the security system that is maintained, upgraded or programed by other non-Johnson Controls type companies would be costly to the government based on the current service contract. The complexity level and licenses that were purchased to include ongoing maintenances and warranties is also covered under the current service contract. The current contract provides a Johnson Controls technician to be on site M-F for maintenance of all security systems. This is critical to the day-to-day operations of these complex systems.
