Description

Description: THIS IS A PRE-SOLICITATION NOTICE FOR A REQUEST FOR PROPOSAL (RFP). Proposals shall only be requested and accepted from contractors who are a 100% Small Business owned AND certified in System for Award Management (SAM, https://sam.gov).





The United States Department of Agriculture (USDA), United States Forest Service (USFS), has a requirement for but not limited to the following:





127EAX24R0005: GAOA Echo Amphitheatre Improvements Phase II, Carson National Forest, NM.



The Carson National Forest is seeking to make improvements to the Echo Amphitheater Recreation Site located on the Canjilon District in Canjilon, NM.



Phase II of this project will include:






  1. The Water System improvements include the extension of the distribution line provide:




  • A water fill station for overnight campers (complete with a new hydrant & shutoff valve assembly)

  • Water to the host site





Water system improvements will also include the installation one (1) new drinking water/sanitary hydrant near the restroom facility and the abandonment of the upper portion of the drinking water system including 4 hydrants.






  1. This project will include excavation, trenching, and backfilling for new underground primary electric line installation. The USFS has a separate contract with NORA Electric Cooperative to place the electric line. Earthwork for the electrical placement is included in this contract and is the responsibility of the contractor awarded the project. The USFS will aid in facilitating correspondence between the contractor and NORA Electric Cooperative for scheduling of construction. Also, to be installed is approximately 1300 linear feet of secondary underground electric lines to provide power to 9 campsites (including host site). Contractor additionally will be responsible for the furnishment and installation of a meter base, a main distribution panel, 9 RV pedestals and the secondary lines in addition to the associated trenching, excavation and backfill.






  1. Campground drainage improvements will include berm construction, ditch construction and the installation of valley gutters. All these components will serve to channel any stormwater runoff in the vicinity of the overnight campground area.






  1. Campground loop and campsite driving/parking surface improvements will include the blading and shaping of the existing campground loop road and campsites in preparation for placement of base coarse and a new gravel driving/parking surface.






  1. Day use Ramada shelter erosion control will include the construction of timber retaining walls around designated permitters of the Ramada shelters. This work will also include the construction of a gravel drainage pad between the existing Ramada concrete slab and the new retaining wall.






  1. Split rail fencing will be installed on various intervals along the path leading up to the Amphitheater.






  1. Existing informational KIOSK shall be removed and replaced with a new KIOSK.






  1. Campsite living units shall be installed at all 9 campsites (host site included).











Location: Echo Amphitheater is located approximately 17 miles NW of Abiquiu NM along US HWY-84. The recreation site is on the Westside of the highway.

Solicitation 127EAX24R0005 for this effort will be posted to SAM.gov (https://sam.gov) on or about January 31, 2024. This solicitation will contain all necessary specifications, drawings, and other information necessary to submit a proposal for this project.





A pre-bid site visit is currently planned and will be scheduled in the RFP. The solicitation will include site visit information, as necessary.





Disclosure of the magnitude of construction projects: The estimated cost of the total project is expected to be between $500,000 and $1,000,000.
