Description

Before Hurricane Hillary, SBIWTP needed rehabilitation and expansion due to excessive flows coming from Mexico. The Tijuana River and Ocean by San Diego contain unsafe amounts sewage forcing the Beaches to close. The Hurricane further damaged the plant. Without these repairs the Plant highly likely to fail if subjected to another storm before these repairs can be made and result in an even larger discharge of raw sewage.



Replace Waste Activated Sludge (WAS) Pumps, Activated Sludge Tanks (AST) Intermediate Mixed Liquor Pumps, and non-potable water pumps at SBIWTP. WAS pump failure would lead to partially treated sewage not meeting permit standards discharged through ocean outfall, leading to permit violations. AST and non-potable water pump failures would lead to effluent quality not meeting permit standards being discharged through ocean outfall, leading to permit violations.





Tropical Storm Hilary exacerbated the vulnerabilities of an already at-risk treatment plant, accelerating damage primarily through excessive flows and an influx of debris. Trash, sediment, and debris were carried by the excessive flows into pumps throughout the plant. This entanglement of trash in impellers and check valves caused pump failures.
