Project
General Construction Basic Ordering Agreement (GC BOA) at Y-12 National Security Complex, Oak Ridge, Tennessee
Introduction
Consolidated Nuclear Security, LLC (CNS) is seeking interested parties to enter a multi-year BOA, base plus option years, for General Construction which primarily consists of, civil/structural, architectural, and mechanical work. The Company will issue individual task releases with specific scopes under this BOA for construction and/or design-build services. Interested parties are encouraged to reply to the expression of interest if you can provide one or more of the services listed below. CNS will use the information obtained from this Expression of Interest (EOI) to generate the bid list to solicit the request for proposal (RFP).
Background
The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. The Y-12 Complex is an aging facility, first constructed in the mid-20th century. Infrastructure, Buildings, and Systems are in need of upgrades, repairs, replacements and/or refurbishments.
General Scope for General Construction BOA
Work under the General Construction BOA may involve, but not limited to, repair, replacement, installation, upgrades and refurbishment, or performance of:
• mechanical systems
• HVAC systems
• chillers
• cooling towers
• Ductwork (i.e., fiberglass and sheetmetal materials)
• dampers
• fans
• coil replacements
• steam and condensate systems
• underground and above ground utilities (i.e., nitrogen, steam, potable/fire water, ductbanks)
• sanitary sewer, storm sewer, and potable water system investigations and repairs
• CCTV of sewer systems
• manhole lining
• plumbing and piping systems (i.e., threaded and/or welded pipe)
• utility isolations/reroutes
• waste and fluid tanks
• gloveboxes
• Kathabars
• Sprinkler Systems
• Fire Protection Systems including alarms & controls
• on and off-site welding (per AWS and ASME standards)
• facilities (i.e., office, cafeteria, auditorium, restroom, stairwell, canopy)
• water intrusion
• infrastructure (i.e., walls, floor, ceiling, foundations, sumps)
• roofing and gutters
• elevators
• concrete & grout (including rebar detailing)
• painting, abrasive blasting, coating, and sign fabrication
• steel structures, platforms, and hand rails
• demolition
• masonry
• modular buildings
• security features
Along with any of the activities listed above, some supporting services may also be required which could include but not limited to:
• scaffolding
• shoring
• equipment removal
• minor demolition
• sidewalks
• telecommunication systems
• grounding and lightening protection systems
• electrical
• hoisting and rigging services
• waste transportation and/or disposal
• waste packaging and storage
• control systems including software installation and programming
• fabrication, on or off site
• miscellaneous equipment inspections and maintenance
• housekeeping services
• landscaping
• erosion controls and vegetation controls
• excavation and backfilling
• clearing sites
This work may be performed in any of the Y-12 Complex areas: General Plant Area (GPA), Limited Security Area (LSA), Exclusion Area (EA), Property Protected Area (PPA), Protected Area (PA), Material Access Area (MAA) and/or properties leased or occupied by the Company or its interests.
Summary
It is anticipated that multiple General Construction BOAs will be awarded and the selection basis will utilize the best value approach. Each task release will be competed amongst the BOA holders as on the basis of price only or lowest-price technically acceptable terms and awarded as a firm-fixed price and/or a time and material contract.
