This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is BTD_FY23_008 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 332410 with a small business size standard of 750.00 employees.

This requirement is a Small Business Set-Aside and only qualified sellers may submit bids.

The MICC End User requires the following items, Brand Name or Equal, to the following:
LI 001: Sussman Electric Boilers Stainless Steel Boiler Model #SSB-180 OR EQUAL. All components and materials must be new and unused condition. Salient Characteristics: Must be an electric steam boiler capable of producing 540lb/hr of steam. Boiler and boiler jacket size must not exceed 30inches x 36inches x 61inches (W x L x H) to fit in existing equipment space. Boiler not to exceed 220 amps @ 480v 60hz 3ph. Pressure vessel must be built in accordance with American Society of Mechanical Engineers (ASME) Section 1 standards and carry an "M" stamp (miniature boiler). Completed boiler is built in accordance with ASME Section 1 and carry an "E" stamp (electric boilers). Pressure vessel, piping, and jacket constructed of stainless steel (SS). All-wetted metal parts must be SS. Pressure vessel constructed using series 316L SS. Passivation of pressure vessel and fittings to minimize corrosion. Must be able to maintain operating range of 0-50 pounds per square in gauge (PSIG) at 4300 feet to 4400 feet above sea-level. Safety features shall include: float type low water automatic cut-off/level control with an auxiliary low-water cut-off in addition to the primary low water cut-off control; water level sight glass mounted on front face of boiler; main on-off switch for manual operation of boiler control circuit; steam outlet with steam stop valve (prefer ball valve); pilot light indicator; at least one (1) blowdown/drain valve; safety release valve; steam pressure gauge; and manual reset high limit pressure control. Sussman Factory Startup Services; electric boiler manufacturer factory authorized startup services and one (1) hour on-site operator training. Seller responsible for factory representatives labor, travel, and per diem costs to perform startup services and operator training at customer's remote and isolated facility located at Dugway, Utah 84022. User manuals and guides, maintenance and troubleshooting manuals, boiler technical specification documents, original manufacturer warranty certificate, and all other related technical documentation related to the electric steam boiler is provided to the Government operator in a printed and bound binder or electronically via email in a .pdf format (seller's discretion whether hard or soft copy). Seller pays freight costs to Dugway, Utah, 84022. Buyer has a forklift and operator for unloading equipment., 3, EA;
LI 002: Sussman Electric Boilers High Pressure Water Feed System, model SSB38020A OR EQUAL. All components and materials must be new and unused condition. Must be compatible with Sussman Stainless Boiler Model #SSB-180 OR EQUAL offering as described in Item 001. Range of 0-125 PSIG, ¾" NPT (National Pipe Tapered threads) size consisting of strainer, water solenoid valve, 1/2 HP, 120v/1ph/60hz motor and pump. Pump frame and shaft must be constructed of 316L SS; impeller and raceway constructed of 303 SS. Unit is mounted on rubber shocks and secured on a separate mounting base plate and includes essential plumbing. Seller pays freight costs to Dugway, Utah, 84022., 3, EA;

For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com. All deliveries shall be palletized when the material exceeds 250 lbs. (excluding the pallet), or exceeds 20 cubic feet, to comply with the requirements of Department of the Army Pamphlet 700-32 and MIL-STD-147E.

IAW FAR 52.212-2; Evaluation - Commercial Items, the following factor shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement and price. Technical capability is a pass fail requirement. Evaluation is based on a lowest price technically acceptable.

No multiple awards will be made. Quotes received through Unison Marketplace will be evaluated and awarded on an all-or-nothing basis.
