Description

This is a Combined Synopsis/Solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

The National Institutes of Health (NIH), Clinical Center (CC), Office of Research Support and Compliance (ORSC) is seeking a qualified and experienced vendor to provide contamination control cleaning services for aseptic processing facilities at the NIH Clinical Center on the Bethesda, MD campus. The vendor must be able to demonstrate that it has a significant presence and experience in the pharmaceutical industry or equivalent regulated by cGMP through past and current client lists. The Federal Government intends to award a Firm-Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity Contract in accordance with FAR 16.504.

Period of Performance

The Period of Performance for this requirement shall entail a Base Period of twelve (12) months and four (4) one (1) year Option Periods as is listed below:

PERIOD OF PERFORMANCE DATES

BASE PERIOD July 01, 2020 through June 30, 2021

OPTION PERIOD 1 July 01, 2021 through June 30, 2022

OPTION PERIOD 2 July 01, 2022 through June 30, 2023

OPTION PERIOD 3 July 01, 2023 through June 30, 2024

OPTION PERIOD 4 July 01, 2024 through June 30, 2025

In accordance with FAR 19.502-2, this Combined Synopsis/Solicitation is being issued implementing a total (100%) Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this requirement is 561720 (Janitorial Services) and the Small Business Size Standard is $19.5 Million Dollars in Annual Receipts.

Award of this requirement shall be predicated on “Best Value.” The Contracting Officer (CO) will determine “Best Value” to the Government based on the highest technically rated Offerors whose prices are found to be fair and reasonable. A comparative evaluation of offers shall be conducted in accordance with FAR Subpart 13.106-2 (3). The following factors, listed in descending order of importance will be used to evaluate offers: (1) Technical Qualifications, (2) Past Performance, and (3) Price. Technical Qualifications and Past Performance when combined are more important than Price.

Quotes are due no later than Tuesday, June 16, 2020 at 12:00 p.m. (EST) as it is the intent of the Federal Government to make a Contract Award for this requirement by Wednesday, July 01, 2020. The Point of Contact for this acquisition is:
