Description

Sources Sought Notification Maintenance, Repair, Minor Construction, and Operations of the Hartwell Project, Savannah District W912HN-24-R-0003 This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting preliminary research to determine the market capabilities of potential contractors to perform maintenance, repair, minor construction, and operations of the Hartwell Project.



The purpose of this Contract provides services for maintenance, repair, minor construction, and operation of the Hartwell Project to include the Project Manager’s Office, campground and day-use parks, boating access areas, dams, power plant, Clemson Pumping Station, and other project resources. Activities include: cleaning services; maintaining buildings, structures, security systems, mechanical, electrical, water supply & sewage disposal systems; maintenance of grass, tree & landscaped areas; maintenance & repair of govt equipment, vehicles, boats, trailers & attachments; maintenance & repair of earthen dams, dikes, rip rap, beaches, berms, bulkhead walls & impact sites; maintenance & repair of signs, trails, walkways, roads, barricades, gates, parking area, wheel stops, fencing & posts; natural resource management; boundary line maintenance; aids to navigation, encroachment/refuse removal & courtesy dock maintenance; minor construction & shoreline stabilization; and emergency spill response support.



The contract requirements are geographically spread out across six (6) counties located in Georgia and South Carolina. The Hartwell Project is one of the largest and most diverse Corps of Engineers multi-purpose projects in the nation, with over 8.4M visitors annually. The project is comprised of 23,566 acres of land, 55,950 acres of water, and 962 miles of shoreline in two states and located along Interstate 85 halfway between Atlanta, Georgia and Charlotte, North Carolina. The Hartwell power plant is located at the southern point of the project and is situated on the Savannah River 98 miles above Augusta, Georgia. From Hartwell dam, the project encompasses 49 river miles to the top of the Tugaloo River arm of the lake and 45 river miles to the top of the Seneca River arm of the lake. The project operates seven (7) campgrounds, nine (9) day use areas and 25 boating access areas, in addition to the power plant, Clemson Pumping Station, and project manager’s office. The greatest challenge for the contractor at a project this size and diverse is performing all required tasks in an effective, safe, and efficient manner as needs, priorities, and funding change. Many maintenance and minor construction requirements are unpredictable or unknown. Unscheduled work projects often occur simultaneously due to heavy visitation, lake level fluctuation, special events, severe weather and resulting storm damage. A particular challenge is the management of labor and the diversity of skills needed to meet the various work requirements. Electricians, plumbers, carpenters, equipment operators, equipment maintenance mechanics, and painters are some of the special skill sets needed, along with grounds maintenance laborers and janitors. The contractor must also be able to utilize these skills efficiently over a wide area and in a safe manner. Safety is a significant challenge as the contractor works in remote areas, on water, at significant heights, in adverse weather, and with hazardous and flammable materials.



The contractor shall furnish all necessary management, personnel, materials, supplies, parts, tools, equipment, storage and working facilities, office space, utilities, and vehicles to perform these services except as otherwise provided for. The Contractors' work and responsibility includes all planning, programming, administration, and management necessary to assure that all services and minor construction are conducted in accordance with the contract and all applicable laws, regulations, codes, or directives. Contractor shall insure all work meets or exceeds critical reliability rates or tolerances specified or included in referenced documents and applicable publications which will be provided. The contractor shall perform all related contractor administrative services necessary to perform the work such as supply, procurement, quality control, Contractor financial control, and maintenance of accurate and complete records, files and data bases.

- Business Size, Large Business or Small Business to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, and/or Woman-Owned Business.



- Bonding capability-both single and aggregate, as evidenced by submission of Surety Company letter stating bonding capacity



-Evidence of capabilities to perform comparable work on three recent projects (not more than five years old). Include project name and key/salient features of the project; completion date, total contract value, and your company’s level of involvement in the project. Please provide at least one point of contact (with email address and phone number) for each project’s validation.



- Firm’s capability to perform, to include geographic location, project size, equipment list and equipment capability.
