The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to The Boeing Company. The anticipated contract provides for the procurement of engineering, training, integrated logistics support, installation/checkout of developed systems, and support services for Harpoon Ship Command Launch Control Set (HSCLCS), Encapsulated Harpoon Command and Launch Systems (EHCLS), Advanced Harpoon Weapon Control System (AHWCS), Harpoon Coastal Defense System (HCDS), Harpoon Costal Defense Cruise Missile (HCDCM) System, Standoff Land Attack Missile Expanded Response (SLAM ER) missiles and Harpoon missiles, for existing and proposed new advanced aircraft, ship, submarine, and ground launched weapon systems; Intermediate Support Facilities; Support Equipment; and other related support efforts.
This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government.
The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System and its related equipment. The Boeing Company alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities and repair techniques required to disassemble, repair, reassemble, and test this equipment and furnish the supplies and services within the required timeframe. Accordingly, The Boeing Company is the only known qualified, responsible source that can fulfill the requirements specified herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
