BACKGROUND

NIST is seeking information from sources that may be capable of providing services that meets or exceeds the following draft minimum specifications:

In 2022, President Joe Biden signed into law the CHIPS and Science Act of 2022, which provides the Department of Commerce (DOC) to support semiconductor research, development, and manufacturing—while also investing in American workers. These programs seek to restore U.S. leadership in semiconductor manufacturing by providing incentives and encouraging investment to expand the domestic manufacturing capacity necessary to produce the most advanced semiconductors needed for applications in artificial intelligence and high-performance computing, as well as less advanced semiconductors that remain critical components of everything from automobiles to microwave ovens. In addition to major manufacturing investments, these programs will also create a dynamic new center for innovation and research, laying the groundwork for the creation of the next generation industries.

To meet mission requirements, CHIPS Program Office (CPO) requires detailed industry information and analysis on semiconductor companies, industry investors, supply chains, and associated trends across the industry as a whole.

CPO requires licenses to access the tool that shall provide industry data, expertise, and analysis on a range of semiconductor companies that illuminate areas of risk. The service shall include information on the industry's market participants, key management and personnel, investors, supply chains, business partnerships, and US government contracts. The tool shall allow data searches. CPO should be able to independently conduct all searches and, the data results should be immediately accessible, and all data searches conducted are considered confidential and should be treated as such. The tool shall have a search interface to enable company searches by name and then allow further discrimination or filtering on the results and should provide immediate access to the company profiles and data associated with the search results.

The tool shall provide the following:

1. An interface that enables company searches and search result discrimination or filtering.


2. Users should be able to download all available data in each individual data categories (e.g. supply chain data) in Excel or CSV format(s).


3. A company/entity’s level and type of past and/or current support to US Government (e.g. DoD) and US critical infrastructure (as defined in related legislation/regulations).


4. A company/entity’s owners and/or investors and their:
   
   
   
   1. Links and/or exposure to foreign ownership, control, and influence
   
   
   2. Links and/or exposure to any form or measure of risk
   
   
   
   


5. A company/entity’s key management and personnel (KMP) and their:

6. A company/entity’s supply chain:

10. Installed Information and Communication Technology (ICT) and associated vulnerabilities

The Tables shall provide the following data output.

• The data shall be presented in the form of data points which address each information need (ownership, subsidiaries, supply chain tiers, KMP).

• Data including the supply chain mapped to a minimum of Tier 2 shall be able to be downloaded in Excel or CSV format.

• The data shall directly identify or highlight areas of interest which can be easily incorporated. Company profiles shall include flags or other form of notification for any data or categories that the service provider identifies as containing risk information.

HOW TO RESPOND TO THIS NOTICE

Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.

• If your firm has existing Federal Supply Schedule contract(s) or other contracts for services against which the Department may be able to place orders, identify the contract number(s) and other relevant information.

• Describe your firm’s experience (as a prime, subcontractor, or consultant) providing the services described in Background section.

• Provide any other information that you believe would be valuable for the Government to know as part of its market research for this requirement.

• Please let us know if you would like to engage to get a better understanding of the requirement or need additional information about the Government’s requirement for the services described in the Background section.

The NIST is not responsible for any costs incurred by the respondents to this notice.

The NIST reserves the right to use information provided by respondents for any purpose deemed necessary and appropriate.
