STATEMENT OF NEED

GENERAL: James A. Haley Veterans’ Hospital (JAHVH) Mental Health and Domiciliary has executed a new lease/build that will consolidate and expand the mental health and domiciliary clinic, 8541 Temple Terrace Highway, Tampa, Florida 33637, has a requirement for portable ultrasound. The portable ultrasound machine will be used for patients during examination.

BACKGROUND: The JAHVH Tampa Mental Health and Domiciliary Clinic has a requirement for portable ultrasound.

PURPOSE: The portable ultrasound machines can be used to diagnose pain, swelling, and infection inside the body, to guide biopsies, to examine the heart, ability to do cardiac, lung and abdominal imaging. This portable ultrasound helps in improving patient care for the Tampa Mental Health and Domiciliary clinic.

SCOPE: JAHVH Tampa Mental Health and Domiciliary Clinic is requesting for portable ultrasound to be installed in the clinic.

PHYSICAL CHARACTERISTICS: Equipment must have the physical characteristics to enable the government to perform the capabilities:

Portable Ultrasound – Echonous Kosmos

• Portable diagnostic ultrasound scanner system


• Must use deep learning techniques to compute ejection fraction and stroke volume


• The device must include AI-guided labeling of key cardiac structures for parasternal/apical cardiac views and the apical 4 chamber subcostal view in real-time


• The device must use AI algorithms to provide real-time guidance on positioning and orienting the probe to acquire cardiac ultrasound views.


• The device must use AI algorithms to provide real-time assessment of the quality of the cardiac images acquired.


• Must include touchscreen and handle controls for making key image adjustments


• Must include:

1. Linear Probe - PZT-based linear array for small parts, lung and vascular applications. 38mm aperture, 64/128 channels, B-mode, M-mode, Color Doppler, Optimized for MSK, nerve, vascular and lung imaging.


2. Cardiac and Abdominal Probe - PZT-based phased array Cardiac and abdominal scanning with just one probe. Features: B-mode, M-mode, Color Doppler Imaging, Tissue Doppler Imaging, Continuous Wave Doppler, Pulsed Wave Doppler. Automated presets for cardiology, abdominal, and lung applications.


3. Archive - Capture, save, and export high quality exams. HIPAA compliant and secure data. Jpeg or mpeg-4 avc exports.

FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: Equipment must provide the functional and performance capability as listed above in section in above.

INSTALLATION AND TRAINING: The Contractor shall provide all management, tools, parts, materials (including all reagents, quality control materials, and consumable parts and accessories), equipment, travel, and labor necessary to provide and install the instrumentation described above. Contractor will be required to provide an on-station in-service on the proper use and setup of the equipment and training to the end user/laboratory operators. Training sessions will be coordinated with VA POC.

WARRANTY OF EQUIPMENT: Government requirement for standard manufacturer industry warranty term. Government does not accept extended warranty, which requires advance payment.

DELIVERY SCHEDULE: All items to be delivered after receipt of purchase order not earlier than 9/15/2023 but not later than 10/10/2023.

PLACE OF Delivery: Tampa Mental Health and Domiciliary Clinic, 8541 Temple Terrace Highway, Tampa, FL 33637, between 8:00AM to 4:30PM. Delivery during the Holiday will not be accepted.
