The Blue Grass Army Depot (BGAD) intends to award a sole source contract to V.J. Technologies Inc. DBA VJT for the upgrade/changes of the current BGAD 105mm x-ray system to enable the system to be easily and quickly changed over to process either the current 105mm projectile or 155mm projectiles. The modification will include necessary changes and new equipment designed, built, and installed by the original equipment manufacturer (OEM) to meet the additional requirement of processing 155mm projectiles through a manual load, x-ray, and manual unload process. The modification shall not affect the process flow and automation capability of the current and existing 105mm projectile renovation operation.
The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. V.J. Technologies Inc is the OEM of the existing x-ray system and the only source that can provide the modification and the new equipment that are compatible with the system. The x-ray system is a proprietary equipment and software that requires specialized knowledge and expertise to operate, maintain, and modify. V.J. Technologies Inc has the exclusive rights to the technical data, drawings, and software of the x-ray system and does not provide them to any other source.
The estimated value of the upgrade/changes to the 105 X-ray inspection line is $550,000. The period of performance is 9 - 12 months from the date of contract award. The anticipated award date is approximately April 15, 2024.
This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the Contracting Office at BGAD. Responses must be received by February 22, 2024, 4:00 PM EST. Responses must be submitted electronically to the Contract Specialist, Conner McCracken, at eric.c.mccracken.civ@army.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
