Description

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates a solicitation of a requirement for Design-Bid-Build (DBB) construction services to be performed in support of the AFTC Munitions Operating Location Facility (MOLF) at Hill Air Force Base (HAFB), Utah (UT).



The project is anticipated to require construction of a 18,562 SF single-story munitions maintenance and administration facility at Hill Air Force Base. The project would include demolishing an existing building to clear the site for the new facility. The new facility will combine a medium height maintenance bay to support the handling, inspection, and build-up of munitions, along with an administrative core to support logistics and production. The facility will be constructed having reinforced concrete footings, foundation, floor slab, structural steel frame, insulated walls, roof, include private and shared offices, a conference room, break room, restrooms, men’s and women’s locker rooms/shower areas, tool room, storage to support weapons maintenance, a maintenance bay constructed to support a ten-ton overhead bridge crane. This project includes lightning protection, fire detection/suppression, intrusion detection, and all required supporting facilities to fulfill mission requirements, including the following: explosion-proof fixtures, utilities, pavements, site improvements, and communication support.



This projects design and construction will include DoD Antiterrorism Force Protections (AT/FP) requirements per the Unified Facilities Criteria and comply with Hill AFB Architectural Compatibility Standards and Facility Design Standards.



The Government anticipates construction work will begin immediately upon award and that construction will be performed from October 2023 through April 2025. All work must be complete by April 2025.



In accordance with FARS 36.204(g) the magnitude of construction is estimated to be between $5,000,000 and $10,000,000.



The Government intends to solicit an Invitation for Bid (IFB) that will result in award of a Firm-Fixed Price contract.



The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $45,000,000 annual revenue. The Product Service Code (PSC) is anticipated to be Y1AZ, Construction of Other Administrative Facilities and Service Buildings.



The solicitation is anticipated to be issued as a 100% Total Small Business Set-Aside through the Governmentwide Point of Entry (www.SAM.gov) on or about 20 July 2023 with bids tentatively due 20 August 2023.



If the Government intends to conduct a pre-bid conference and/or site visit on or about 31 July 2023; the specific date, time, location, and access requirements will be identified in the solicitation.



Please DO NOT request an updated schedule if the estimated dates are surpassed; the Government will release all information publicly on SAM.gov when available, and requests for an updated posting schedule may be ignored.
