BLM Lakeview District Cougar Peak Wildfire Poker Fence Repair
RFQ #140L4323Q0008

This procurement is a Total Small Business set aside. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request For Quote (RFQ) for a firm fixed price construction purchase order for BLM Lakeview District's Cougar Peak Wildfire Poker Fence Repair.

The Lakeview District requires approximately 8.1 miles of fence removal, maintenance, reconstruction, and new construction of fences related to the Cougar Peak Wildfire. Approximately, ~7.9 miles of primarily 4-strand barbed wire fence that burned in the Cougar Peak Wildfire will need to be removed and replaced. Most fences contain metal t-posts that can remain or be reused. Much of the fence burned contained wooden structures that need replacement. Many rock jacks that are still standing can be re-utilized. One 50-foot section of unburned fence needs repaired, and wires may remain. Disposal of removed fence materials will be at the contractor's expense. Approximately 0.5 miles of new construction is needed along a main road and will need to be connected to a cattle guard on each side of the fence.

Fence replacement will be 4-strand barbed wire with gap fences using 3-strand barbed wire. It will have steel appurtenances at corners and gate locations unless existing rock jacks can be reused at these locations. The bottom wire will be smooth bottom, 16.5-foot T-post spacing with 1 stay between each post; see Table 1 and 2 in the attachment for GIS length of fence and number of structures needed to be constructed. Stays will not be connected to the bottom wire only the top two or three wires will have stays on barbed wires. The contractor will furnish all materials and labor to complete the project.

The magnitude of this construction project is between $100,000.00 and $250,000.00.

The performance period is from the date of the notice to proceed through 03/01/2023.

The NAICS code is 238990 All Other Specialty Trade Contractors and the small business size standard is $16.5 million. One or more of the items under this acquisition is subject to the Buy American statute.

The basis of award will utilize simplified acquisition procedures and will result in the award of a Firm Fixed-Price Construction Purchase Order in accordance with the provisions of the RFQ. The Government intends to award, without discussions, to the responsible respondent submitting a quotation with the lowest evaluated price determined fair and reasonable.

The solicitation is anticipated to be issued on or about 12/30/2022. All responsible sources may submit a quotation which shall be considered by the agency. The POC for this requirement is Justin Figueredo, who can be reached at jfigueredo@blm.gov.
