Description

IAW FAR 19.502-2 this is a Sources Sought Notice to assist in the determination of Small Business interest and capability to fulfill this requirement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS SOURCES SOUGHT NOTICE. The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Acquisition and Grants is requesting information from qualified sources; the results of this announcement will be evaluated to determine if there are small businesses capable of fulfilling this requirement.



The Northeast Fisheries Science Center has a requirement for a contractor to provide repair services for National Oceanic Atmospheric Administration (NOAA) Research Vessel R/V 4901, Victor Loosanoff. The vessel is the first of two prototypes of the USCG 49’ BUSL (Boat Utility Stern Loading) class of inshore aids to navigation tenders that has been converted by NOAA for inshore fisheries and coastal oceanographic research. The vessel is propelled by twin Detroit-Diesel 8V-71 engines, each with a rated power of 305 HP. It can be steered by use of the Jastrum Model B hydraulic steering gear or by the CCO (Conversion and Change Over) system. This prototype was built in 1995 by Maritime Contractors, Inc. and designed by Art Anderson and Associates.

The following services are required and details can be found in the attached Statement of Need (SON).




  1. Dry Docking/ Haul out of Vessel

  2. Hull Prep for Repainting

  3. Fuel Tank Cleaning & Inspection

  4. Sandblasting & Painting



Additional maintenance/repair/and restoration as optional services may be required once contract performance has begun. See SON for additional details.



Interested parties may submit a brief capability statement, no more than three (3) single-sided pages, demonstrating how they are capable of meeting this requirement. Capability statements should include the following: (1) Name of business. (2) Contact information (address, telephone, e-mail, website address) (3) North American Industry Classification System (NAICS) , Business size and classification e.g., Small business, 8(a), HUBZone, Small Disadvantaged business, Small Disadvantaged Veteran Owned business, and Women Owned small business; or Large Business. (4) Technical description of ability to meet the requirement.
