The Department of Veterans Affairs intends to solicit and award a sole source, firm fixed price contract for the procurement of OsmoPro Max Automated Osmometer to Advanced Instruments, LLC, Two Technology Way Norwood, Massachusetts, 02062. There are no other source of supply/service that will satisfy agency requirements.
The OsmoPRO MAX provides automated liquid handling, continuous sample loading, a self-cleaning fluid management system, touch screen operation, integrated barcode scanners, built-in quality control features, Ethernet and USB connectivity, and an integrated data management system. The OsmoPRO MAX is the only automated osmometer on known to us on the market Similarly, the OsmoPro Max osmometer is offered direct only, and Advanced Instruments, LLC is the sole provider for this product in the North America, to include associated accessories and services.

Precision/Accuracy: Clinitrol 290 - 5 replicates, Protinol Protein-Based Control (3 levels) & Renol Urine Control (3 levels) 5 replicates each/per level
Linearity: Osmolality Linearity Set (5 levels) 5 replicates per level

Any responsible source that feels it is capable in performing this requirement may submit a quote for the above listed items and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the non-manufacturer rule. Responses should be submitted to Jason Olliff at jason.olliff@va.gov no later than March 28th, 2024, at 11:00 AM PT to be considered. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102
