The SDUE/Soteria Industry Day will be three day event that will take place January 10-12, 2023, at Muesum of Aviation, 1942 Heritage Blvd, Robins AFB, GA 31098. The Air Force is partnering Consortium Management Group (CMG) (cmgcorp.org) and their members for this planned Other Transaction Agreement (OTA).

Statement of Need (SON)



Software Defined User Equipment (SDUE) & Soteria



Position, Navigation and Timing (PNT) is an enduring, pervasive warfighting capability that synchronizes the Joint Force in time and space and underpins nearly every Secretary of the Air Force (SECAF) identified Operational Imperative (OI). Reliable and accurate PNT solutions aid safe aerial navigation, ensure delivery of precision fires, and support precise time coordination across multiple platforms and subsystems. Today, US and Partner Forces are highly dependent upon Global Positioning System (GPS) to provide reliable PNT in all theater operations. Our adversaries seek to exploit this dependence and garner an asymmetric advantage. To thwart these actions, the US Government (USG) must accelerate fielding of next generation of PNT UE.



The preferred robust and resilient PNT capability is the trinity comprised of Resilient Embedded GPS/INS (R-EGI), Software Defined User Equipment (SDUE), and Soteria. R-EGI is the future PNT hub for USAF aircraft and is the foundational capability to address emerging and continuously evolving electronic and cyber threats. Resilient PNT is a mosaic of PNT sources and sensors, not dependent upon a single technology solution. to PNT via a mosaic of sources and sensors. R-EGI is a system nearing fielding and will not be addressed herein.



SDUE and Soteria are two legs of the Resilient PNT Trinity. Both will use commercial off the shelf (COTS) based field programmable logic devices (i.e., FPGA).




  • SDUE is a Security Certified, unclassified when keyed, multi-channel SATNAV receiver card residing in R-EGI, with agile reprogramming capability to use PNT signals from M-Code, GPS, trusted Multi-Global Navigation Satellite Systems, (M-GNSS), Navigation Technology Satellite-3 (NTS-3) and other flexible waveforms.




  • Soteria is an Anti-Jam/Anti-Spoof/Situational Awareness (AJ/AS/SA) AE system connecting to/through R-EGI to SDUE, with a Controlled Reception Pattern Antenna (CRPA). Soteria provides capability for nulling/beamforming to suppress jammers/spoofers and enhance the M-GNSS, NTS-3 and flexible waveform signals for SDUE processing. Soteria design includes agile re-programming to update/enhance the AJ/AS/SA capabilities against evolving threats.



Together, this trinity will enable the rapid adoption of the state-of-the-art robust and resilient PNT user equipment necessary to thwart any adversarial advantage today and in the future.



Additional USG requirements:



The USG will own the technical baseline consistent with the program’s Technical Data Rights Strategy, defined in the Open Systems Architecture (OSA) Guidebook, Appendix 7, to include ownership of interface data, protocols & all software & firmware required to receive/process such data.



Government purpose rights for COTS components and IP with proprietary software and firmware or IAW OEM product offering.



Development of SDUE and Soteria will align with the DoD Digital Modernization Strategy and use Digital Engineering best practices including MBSE for requirement analyses and conduct trade studies to further mature the baseline design(s). Use modular and open systems techniques to enable portability, scalability, isolation of software and hardware requirements, and capabilities.



USG expects to demonstrate and evaluate the capability for the design of a hardware, software, firmware conclusion event.
