Description

The Federal Aviation Administration (FAA) has a requirement for a food service vendor to operate a full-service cafeteria for on-site employees at the William J. Hughes Technical Center (WJHTC), Atlantic City International Airport, New Jersey 08405.





All work shall be accomplished in accordance with the attached SIR/request for Proposal (and attachments). It is anticipated that the Government will issue a single $0 award as a result of this solicitation to the responsible offeror whose proposal is most advantageous to the Government, whom is responsible, capable source to operate a full-service cafeteria, providing all necessary management, supervision, professional services, personnel, labor and material to provide quality food, wholesomely prepared, at reasonable prices with the ability to modernize cafeteria services and areas of innovation for expansions of services. The Government reserves the right not to award a contract at all, depending on the quality of the proposals.





The NAICS code applicable to this requirement is 722310. The business size standard for this NAICS is $47M.





Contractors must be registered with the System for Award Management (SAM) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror."





The FAA reserves the right to review and verify each offerors program eligibility. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.





A site visit is scheduled for 3:00 p.m. EST, April 9, 2024. Interested Offerors are encouraged to have (1) one representative attend this site visit. Offerors must preregister with the Contracting Officer with the name of each individual they plan on having attend the site visit. All site visit attendees must register via email colleen.mcguire@faa.gov no later than 9:00 a.m. EST, April 8, 2024. Mark all emails with solicitation no 692M15-23-R-00008.



All site visit attendees must be U.S. citizens and in possession of a valid driver’s license or Government issued Identification. All non-U.S. citizens attempting to enter the William J. Hughes Technical Center must be processed via the International Visitor’s Program, which generally takes 14 days to gain approval. If your firm requires access for a non-U.S. citizen, you are required to inform Colleen McGuire at colleen.mcguire@faa.gov no later than 12:00 p.m. EST, March 29, 2024, and the site visit will be rescheduled to accommodate all visitors. If this information is not received by the due date, the site visit will not be rescheduled.





All questions regarding the project/specifications must be received via email colleen.mcguire@faa.gov no later than 12:00 p.m. EST (Noon), April 12, 2024, to allow for responses to be provided prior to due date for receipt of proposals. Mark all emails with solicitation no 692M15-23-R-00008.





Responses to this SIR/RFO must be received via email colleen.mcguire@faa.gov no later than 12:00 p.m. EST (Noon), April 29, 2024. Mark all emails with solicitation no 692M15-23-R-00008. Any responses received after the time specified may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response maybe determined ineligible.
