Description

  1. This requirement is being synopsized in accordance with FAR 5.204. This is not a request for either a quote or proposal, or an invitation to bid. The intent of this pre-solicitation synopsis is to notify potential offerors of a Firm-Fixed Price (FFP),Indefinite-Delivery/Indefinite Quantity (IDIQ) contract for a twelve (12)-month base period, four (4) twelve (12)-month option periods, and a six (6)-month contract extension, if exercised by the Government.

  2. Naval Facilities Engineering Systems Command (NAVFAC) Marianas Public Works Department (PWD) Facility Service Contracting (FSC) division has an upcoming requirement for Grounds Maintenance and Landscaping Services. The requirement of Grounds Maintenance and Landscaping Services for all U.S. Military Facilities on Guam, Navy and Andersen Air Force Base (AAFB) activities at various locations, Guam, M.I. and the Northern Marianas Islands to provide grounds maintenance and landscaping services to prestige areas, lawns, fields, operational areas, and storm water system operation and maintenance, such as: mowing, trimming, edging, trash and debris removal, aeration, de-thatching, fertilization, irrigation systems operation and maintenance, tree maintenance, tree control, vegetation and weed control within the installation.

  3. Procurement Method: FAR part 15 Contracting by Negotiation utilizing Best Value Tradeoff. The NAICS Code for this procurement is 561730-Landscape Services with the annual size standard of $9,500,000.00. The contract term will be a base period of twelve (12)-months plus four one-year option periods, a six (6) month option will be added as per FAR 54.217-8. The total term of the contract, including all options, will not exceed 66 months. The Government will not synopsize the options when exercised. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be total value of all the Contract Line Items in the Schedule.

  4. Based on market research, there is a reasonable expectation that offers would be obtained from at least two responsible HUBZone concerns. Based on this, the subject solicitation will be issued as a competitive set-aside. Offerors can view and/or download the solicitation, and any attachments, at https://sam.gov when it becomes available. The requirement will be solicited as 100% HUBZone set-aside. The Government will only accept offerors from this program.

  5. Proposals shall be submitted using the PIEE Solicitation Module, https://pieetraining.eb.mil/wbt/xhtml/wbt/portal/overview/vendorRegister.xhtml. All interested offerors shall register in PIEE. No notice of solicitation activity will be provided to interested offerors.

  6. The solicitation will be issued on or about April 2024. Proposals will be due on or about May 2024 to NAVFAC Marianas, Public Works FSC CORE department, Guam at the time specified in the solicitation.

  7. Offerors can view and/or download the solicitation at https://sam.gov when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the SAM website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
