This is a sources sought notice for information and acquisition planning purposes. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. Southwest Regional Maintenance Center (SWRMC) is seeking small business concerns coast wide along the West Coast.
The prospective contractor will need to accomplish Navy Expeditionary Combat Craft (NECC) Repairs. The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary to provide marine boat/craft yard and industrial support. Work includes specific modifications, upgrades, service life extension and repairs to Non-Commissioned boat/crafts, transportation equipment, service craft to include their associated systems and periodic maintenance primarily in support of San Diego area Naval Facilities (Naval Base San Diego, Naval Air Station North Island, Naval Amphibious Base Coronado, Naval Outlying Landing Field Imperial Beach, and Point Loma Submarine Base) for boat/crafts, transportation, and service craft accessories. Repairs shall be performed within 50 miles of 32nd Street Naval Base San Diego unless specified in delivery order. Some of the NECC boats/crafts which range from 50 to 78 feet are not able to be towed or delivered on roadways and will be required to be repaired pier side or dry berthed at a Naval Facility.

Interested vendors should submit a capabilities statement (not to exceed five pages) that demonstrates their capability to perform the services described herein. The capabilities statement shall include:
The capabilities statement should also identify, by contract number, past or current contracts and/or subcontracts that were awarded to your firm, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a point of contact for the customer/recipient of the work performed. The vendor shall describe if they have experience performing similar repair requirements and if they can accomplish at least 51 percent of the work in the specification package in-house.
The Government will evaluate each respondent's capabilities statement to determine if the respondent has the requisite technical capabilities, and experience to complete the requirements described herein.

No basis for a claim against the Government shall arise as a result of this announcement. Responses should be received no later than 1400 PDT on 16 April 2024.
