This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Vitrium Systems Inc, 333 Seymour St, Floor 8, Vancouver, Canada V6B 5A6, to procure a software license for Vitrium annual subscription from March 1, 2023 to February 28, 2025.
Vitrium is a premium Digital Rights Management (DRM) software solution designed to safeguard valuable or confidential content and Intellectual Property (IP) for secure online distribution. The software encrypts digital content and incorporates various settings and controls, empowering users to regulate access. Scientific Review Program (SRP) requires that proposal documents in eRSS(electronic Review Support Site) to be encrypted and can be access controlled by the eRSS application. Currently, eRSS uses FileOpen Software to perform this encryption and manage the access. The eRSS is undergoing a technology upgrade (to upgrade from .NET 4 to .NET 6) and the FileOpen library that eRSS uses does not support .NET 6. Furthermore, the FileOpen vendor has not committed to updating the library to be compatible with .NET 6. The eRSS team has conducted research on alternatives to FileOpen and have determined that Vitrium would be a suitable alternative, as Vitrium does support .NET 6. Vitrium presents additional advantages which include support for a Web API-based encryption and access control model (making it independent of any specific .NET framework), superior document access tracking capabilities, no requirement for a client plugin installation, currently used by eRA (Electronic Research Administration), and has better technical support and responsiveness to feature requests.
Vitrium Systems Inc is the only vendor to provide the required software license annual subscription.

Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.

Service shall be performed at the following locations: NIH/NIAID/OSMO/OCICB/SEB, 5601 Fishers Lane, Rockville, MD 20852.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2208635 to Rita Davis at rita.davis@nih.gov, by 11:00am eastern standard time, Tuesday, February 20, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
