The Federal Railroad Administration hereby submits a notice of intent to award a sole source firm fixed price purchase order to Partnership For Public Service to provide spaces in the Excellence in Government Fellows Program for 2 FRA employees who are GS-14 to GS-15 (or equivalent) leaders. The value of this contract is anticipated to be $25,800.00.
The NAICS code for this procurement is 611430 – Professional and Management Development Training.
This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements.
This notice of intent is NOT a request for proposals or quotations. No solicitation documentation exists, nor will a solicitation be issued, and no telephone inquiries will be accepted. No contract award will be made based on proposals or quotations received in response to this notice. Information received because of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to pay for any information provided under this notice.
If any interested party believes they can meet the above requirement, it may submit a statement of capabilities to Christie Ong at christie.ong@dot.gov no later than 10 am ET on Thursday, May 16, 2024. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
