1. DESCRIPTION

Treasury’s Enterprise Applications (Enterprise Apps), Office of the Chief Information Officer (OCIO) is conducting Market Research to determine available sources for a potential requirement exists. This is a Request for Information (RFI) (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only. A copy of the Performance Work Statement (PWS) and Attachment 1 Course Areas of Interest is attached for informational purposes in reference to the government’s requirement.

2. DETAIL STATEMENTS

The Government has interest in and is seeking information regarding the capability of providing specialized cybersecurity training courses and certifications for Treasury-wide use. These courses will help facilitate the development of current federal EAC employees, future EAC employees, and other DO offices requiring specialized cybersecurity training and certifications. Enterprise Applications has identified a need to establish a BPA for specialized cybersecurity training courses & certifications from leading industry provider per Treasury Directive 85-01 (TREASURY DIRECTIVE 85-01 | U.S. Department of the Treasury). These courses will help facilitate the development of current Treasury employees, future Treasury employees, and other DO offices requiring specialized cybersecurity training & certifications. Treasury reserves the right to update the course list of trainings as new courses are developed and offered to keep pace with the growing and changing cyber threats.

3. REQUESTED INFORMATION

The North American Industry Classification System (NAICS) code for this request may likely include 611420 Computer Training. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small businesses; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the Treasury in determining the appropriate acquisition method, including whether a set-aside is possible.

Responses to this Notice should include the following:

1. Company Name and Business Address;


2. Size of company (number of personnel, total revenue, ownership, parent corporation, etc.);


3. Company points-of-contact information (i.e., Name of individual, title, phone number, email address, etc.)


4. Company capabilities to perform services as described herein;


5. Available strategic contracts (i.e., GSA FSS or MAS contracts, IDIQ allowing decentralized ordering, NASA SEWP, etc.)


6. Published pricing and/or rate cards (NO DISCOUNTS); and,


7. Any other pertinent data to demonstrate capability to perform.

5. TERMS AND CONDITIONS REGARDING THIS NOTICE

This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this Notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Government Point of Entry or other similar source (e.g. GSA E-buy). However, responses to this notice will not be considered adequate responses to a solicitation.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued.

No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondant. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s).

Place of Contract Performance: Place of performance will be at an off-site location or will be held in a virtual online site and will not be held at a government location.
