Special Notice
NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.
The USPFO for Alaska Contracting Office intends to negotiate a sole source contract with Air Rescue Systems, CAGE 63C18, located at 445 Dead Indian Memorial Rd, Ashland, Oregon 97520-9706. to provide detailed, safety-oriented training for the Alaska Army National Guard (AKARNG) in support of Advanced Helicopter Hoist technique (“Fluid” Dynamic) for Insertion and Extraction for Rescue Missions in mountainous, high altitude, and urban environments for a minimum of six pilots, six hoist operators, and seven medics/rescue specialists. Training shall be performed on previously purchased ARS equipment. The equipment to be trained on and used during the dynamic hoist training is as follows from Air Rescue Systems (ARS): 2-Up™, ARV-QC™ M/ARV-QC™ M19, Offset Tagline System, Cable Buddy ™, Fast Break QRD™, Hoist Hook Weights, and Hoist Safety Lanyard. The equipment will be trained on the ground and during flight.
This procurement is being conducted in accordance with intent to execute a Sole Source Purchase Order under FAR Part 13, specifically FAR Part 13.106-1(b), Only One Source Reasonably Available. This notice satisfies the posting requirements at FAR Part 5.101. Contract is firm fixed price and the NAICS Code is 611512.
This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer within seven (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Daniel R. Tatro, daniel.r.tatro.civ@army.mil and Business Manager, Virginia M. Trezise-Harman, virginia.m.trezise-harman.civ@army.mil. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the USPFO for Alaska Contracting Office will proceed with the sole source negotiation with Air Rescue Systems.
