Description

1.) The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) Contracting Office (Code 400) is issuing a sources sought. The sources sought is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement for the clean out of three (3) waterjet systems for Trident Refit Facility (TRF). For additional information regarding the technical specifications, please refer to the attached DRAFT Performance Work Statement (PWS).





2.) Trident Refit Facility (TRF) requires the removal, transportation, and disposal of cut water and expended and media from Waterjet waste material from machine tanks and hoppers to an authorized disposal site. Award of a base plus 4-year contract to is anticipated for services for expended media, wastewater removal and disposal on the three waterjet cutting systems to be performed.



3.) TRF has three (3) waterjet machines requiring waste removal services. If you company is capable of performing these requirements, please send your company's capabilities statement and past performance via email to kenny.r.vilayvong.civ@us.navy.mil and angela.m.charpia.civ@us.navy.mil.



4.) Period of Performance (POP): The proposed period(s) of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years*. The Period of Performance reads as follows:



Base Year: June 1, 2024 to May 31, 2025



Option Year I: June 1, 2025 to May 31, 2026



Option Year II: June 1, 2026 to May 31, 2027



Option Year III: June 1, 2027 to May 31, 2028



Option Year IV: June 1, 2028 to May 31, 2029





*This notional POP is provided for planning purposes only. The Government is not obligated to pursue this schedule or a future solicitation because of this Sources Sought.



5.) Instructions to Submit Interest: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, cage code, and e-mail address of one point of contact. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in the notional PWS attached to this notice and include answers to the following specific questions. Please limit your response to no more than 5 pages.



a. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 562998– All other Miscellaneous Waste Management Services? (The small business size standard for this NAICS is $16.5 million or less in average annual receipts).



b. Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance.



c. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)?



d. Given the work described in this announcement, does your company plan to submit a proposal in response to the anticipated solicitation?

7.) Notice Regarding Sources Sought: These sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. These sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not seeking proposals at this time, nor accepting unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this source sought; all costs associated with responding to this source sought will be solely at the interested party's expense. Not responding to these sources sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM website (sam.gov). It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.



8.) Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. PSNS&IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. These sources sought announcement is released in accordance with FAR 15.201. Information provided in response to these sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
