SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT

Skillsoft eLearning Software Catalog

Dear Interested Contractor Community:

There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services requried at the level of quality required. This will be a Firm-Fixed Price Contract.

The USDA requires the renewal of approximately 90,000 eLearning content Software and Licenses for the Enterprise Learning Management System through Skillsoft Percipio. This content includes Federal Mandatory training, employee performance improvement, and professional development.

This notice’s incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01, effective November 14, 2023.

This shall result in a single award, firm-fixed price contract.

The North American Industrial Classification System (NAICS) code is 513210, Software Publishers, with a small business size standard of $47M.

Those capable of meeting the requirement IAW the details listed above are requested to provide the following information in their response:

1) Current capability that demonstrates your company’s ability to meet the above requirement,

2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number.
