Description

THIS SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO NOT CONTACT THE CONTRACTING OFFICE TO PROVIDE CAPABILITIES STATEMENTS OR NOTICE OF INTEREST.



Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price contract at Davis-Monthan (DM) Air Force Base (AFB), Tucson, Arizona (AZ). The applicable North American Industry Classification System (NAICS) code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19,000,000.00. The project encompasses the design, plans, specifications, and execution of repair, construction, and demolition activities to design and construct the switch house facility on the DMAFB Substation yard (Facility Number 4739). The Contractor will also be responsible for installation and testing of switch house systems, underground conduits, coordination and final testing. A full outline of the work to be performed is included in the project specifications which will be included as an attachment to the solicitation document.



All work shall comply with the current Base Design Compatibility Guidelines (DCG), 355 CS Design Guide, and the Cybersecurity Control Systems Guide (attached). The contractor shall bring all identified facility systems up to current codes, and supervision necessary to complete the aforementioned project at Davis-Monthan AFB, AZ.



IAW FAR 36.204; the project magnitude is between $2,500,000 and $5,000,000.



AT A MINIMUM, THE FOLLOWING INFORMATION WILL BE REQUIRED:



THIS PROCUREMENT IS A 100% SECTION 8(a) SMALL BUSINESS SET-ASIDE.



The successful contractor shall be selected based on the lowest bid and upon determination by the Contracting Officer that the prospective contractor is responsible IAW FAR 9.1. An initial Pre-Performance conference will be held at DMAFB, Tucson, AZ. We are tentatively scheduling a site visit for 9 AM on 26 March 2024. Please limit site visit attendance to the minimum necessary attendees. Prefer no more than three (3) individuals per company. If you plan on attending, please contact the POCs listed at the end of this announcement via e-mail NLT 15 March 2024.



The performance period for this project is 635 Calendar Days.



The solicitation is expected to be issued on or around 08 March 2024. The closing date and time for submission of bids will be contained in the solicitation package. The entire solicitation will be available in electronic format, at no cost, from the System for Award Management Web Site at www.sam.gov, no paper copies will be issued. Potential bidders are responsible for monitoring this site for release of the solicitation package. A bid bond will be required to be submitted with your bid. To be eligible for contract award, bidders must be registered and marked active in the System for Award Management (SAM). Register via the SAM Web site at www.sam.gov. Offers are solicited only from small business concerns expressly certified by the Small Business Administration (SBA) for participation in SBA's 8 (a) Program. All responsible contractors may submit a bid that shall be considered by this Agency. The project encompasses the design, plans, specifications, and execution of repair, construction, and demolition activities. The following highlights the key components included in the contract:

1. Design and Construction of Switch House Facility:

-The contractor is required to provide all materials and labor for the construction of a new Switch House facility at the existing Davis-Monthan Substation yard (Facility Number 4739).

2. Installation and Testing of Switch House Systems:

-The testing procedures must ensure the proper functionality of the Switch House, meeting the specified requirements and industry standards.

3. Installation of Switches, Underground Conduits, and 13.8 KV Cabling:

-The contractor will install the indicated switches and associated infrastructure, connecting them to the existing Davis-Monthan 13.8 Circuit switch gear main bus bars through new additional contractor-provided switches.

4. Coordination and Final Testing:

-Final connections and testing must be coordinated between the Contract "A" and Contract "B" contractors, Base CE Project Manager, and Tucson Electric Power Company.

-A base-wide power outage will be scheduled to facilitate the final connections and testing, ensuring the seamless integration of the new infrastructure.
